Previous issue date: 2016-03-29 / This thesis investigated municipal prevention policies against violence in Brazil, the challenges encountered in their implantation and some specific public safety experiences, i.e. in the municipalities of Diadema, in the state of S?o Paulo, and in Canoas, in the State of Rio Grande do Sul, which were the first to innovate in this domain, showing good results in criminal occurrences, in creating a closer relationship with the community and in integrating federal, state and municipal bodies. Furthermore, the thesis aimed at discussing the changes that have been thought, debated and presented to modify the public safety system in Brazil before, during and after the Federal Constitution?s entry into force in 1988. The importance of offering public safety services oriented towards the exercise of citizenship, in an integrated way between police and community bodies, was also discussed. Municipalities that implemented prevention public policies against violence through the Integrated Management Offices (GGI, in Portuguese) were especially highlighted. Bibliographical review was presented in a chapter focusing on violence, public safety and democracy, on how they developed throughout Brazilian history until nowadays, as well as on public safety management and public policies concerning this topic, analyzing their development in Brazil. Another chapter aimed at presenting the Uruguayan model of public safety, as a result of a PhD research period, looking for similarities and divergences in the adoption of safety policies between these two countries. As far as municipal prevention policies against violence were concerned, the role of local management power was investigated: in order to achieve this goal, the analysis of these two violence prevention experiences was carried out, the main criminality indicators - before, during and after its implementation - were collected and local, state and national managers in the field were interviewed through the Ministry of Justice and the National Secretariat for Public Safety (SENASP, in Portuguese). The main goal was to answer the following research question: why is it so difficult to consolidate these experiences in Brazil, despite the consensus over the importance of the role of municipalities and of prevention policies against violence in the field of public safety? The conclusion pointed out that these changes do not occur because there is an established public safety model that confers all the power to police corporate structures and, according to them, it is not sure that this change would be positive. Furthermore, considering how municipalities are recognized in the Constitution, in the article concerning public safety, these bodies do not have direct responsibility in this field. Nevertheless, the several Proposals for Constitution Amendment (PEC, in Portuguese) related to this topic show the difficulty in altering any provision referring to the current national public safety system. In Brazil, consolidation of municipal violence prevention experiences has proven to be very difficult, being limited to specific and voluntary-based examples, or to cases dictated by the affinity of local managers with the topic, as in the two examples observed in Diadema/SP and in Canoas/RS. / Esta tese estudou as pol?ticas municipais de preven??o ? viol?ncia no Brasil, os desafios enfrentados na sua implanta??o e as experi?ncias pontuais no campo da seguran?a p?blica, mais especificamente nos munic?pios de Diadema, em S?o Paulo e de Canoas, no Estado do Rio Grande do Sul que, de forma precursora, inovaram neste campo, apresentando bons resultados nas incid?ncias criminais, na aproxima??o com a comunidade e integra??o entre os ?rg?os federais, estaduais e municipais afins. A tese buscou inserir, tamb?m, a discuss?o sobre as mudan?as pensadas, discutidas e apresentadas para modifica??o do sistema de seguran?a p?blica no Brasil antes, durante e ap?s a entrada em vigor da Constitui??o Federal de 1988. Al?m disso, se discutiu a import?ncia de uma presta??o dos servi?os de seguran?a p?blica voltados ao exerc?cio da cidadania, de forma integrada entre os ?rg?os policiais e a comunidade onde atuam, pontos com destaque nos munic?pios que implementaram pol?ticas p?blicas de preven??o ? viol?ncia atrav?s dos Gabinetes de Gest?o Integrada (GGI). A revis?o bibliogr?fica foi contextualizada em cap?tulo sobre viol?ncia, seguran?a p?blica e democracia, como elas se desenvolveram ao longo da hist?ria brasileira, at? os dias atuais, assim como a gest?o da seguran?a p?blica e das pol?ticas p?blicas afins ao tema, trazendo uma an?lise de como ela se estruturou no Brasil e um cap?tulo apresentando o modelo de seguran?a p?blica no Uruguai, como resultado do doutorado sandu?che, buscando pontos comuns e de diferencia??o na ado??o de pol?ticas de seguran?a entre estes dois pa?ses. No ponto que tratou das pol?ticas municipais de preven??o ? viol?ncia, foi pesquisado o papel do poder local na sua gest?o, com an?lise dessas duas experi?ncias pontuais voltadas ? preven??o da viol?ncia, o levantamento dos principais indicadores de criminalidade antes, durante e ap?s sua implanta??o e entrevistando gestores locais, estaduais e com gerenciamento nacional na ?rea atrav?s do Minist?rio da Justi?a e da Secretaria Nacional de Seguran?a P?blica (SENASP), visando o alcance dos objetivos propostos. O objetivo central buscou responder ao seguinte problema de pesquisa: Por que no Brasil, apesar de quase todo o consenso da import?ncia do papel dos munic?pios e das pol?ticas de preven??o ? viol?ncia no campo da seguran?a p?blica, ? t?o dif?cil ? consolida??o destas experi?ncias? Concluiu-se que estas mudan?as n?o ocorrem porque h? um modelo institu?do de seguran?a p?blica que concede todo o poder ?s estruturas corporativas das pol?cias e para elas n?o h? um convencimento de que esta mudan?a seria positiva e, da forma como os munic?pios est?o inseridos na Constitui??o, no artigo que trata da seguran?a p?blica, esses entes n?o t?m responsabilidade direta nesta ?rea, por?m as v?rias Propostas de Emenda Constitucional (PEC) que tramitam nas casas legislativas, e que tratam deste tema, nos diagnosticam o quanto ? dif?cil alterar qualquer dispositivo que trate do atual sistema nacional de seguran?a p?blica. No Brasil, a consolida??o de experi?ncias municipais de preven??o ? viol?ncia t?m se mostrado muito dif?cil, restringindo-se a exemplos pontuais, voluntaristas e de afinidade dos gestores locais com o tema, como nos dois exemplos pesquisados de Diadema/SP e Canoas/RS.
