Previous issue date: 2001-07-30 / The actuation of the Police in the Democratic State Ruled by the Law imposes a relationship of confidence between the Corporation and the Society. In this context, it s proper to fix this relationship through a self-image of the Institution of Police, in comparison to the social ideal. The actuation of the brazilian Police, however, shows incompatibility regarding to the legal statute of the brazilian State, leading to a serious disproportion in this relationship. Starting from a historical and structural contextualisation of the Civil Police, and from a theoretical and structural framing of its activities relating to violence and criminal action, an analysis of its actuation is investigated in the period of September October of 2000, based on a descriptive and explanatory research, with the purpose of presenting suggestions that will lead to a better public security and a better quality of life of the Society, based on the evidence that the Police aims better work conditions, in consonance with the desire of the population to have a more efficient and Society -integrated Police. / A atuação da Polícia no Estado Democrático de Direito impõe uma relação de confiança entre a Corporação e a Sociedade. Neste contexto, cabe situar essa relação através de uma auto-imagem da Instituição policial, em comparação com o ideal social. A atuação da Polícia brasileira, no entanto, tem-se revelado incompatível com o estatuto jurídico do Estado brasileiro, o que denota um descompasso sério nesta relação. Partindo de uma contextualização histórico-estrutural da Polícia Civil, e de um enquadramento teórico de sua atividade no que concerne à violência e criminalidade, busca-se analisar sua atuação na cidade de Campina Grande, no período de setembro - outubro de 2000, com base numa pesquisa descritiva e explicativa, com a finalidade de apresentar sugestões para viabilizar uma melhora na segurança pública e na qualidade de vida da Sociedade, baseada na constatação de que a Polícia almeja melhores condições de trabalho, em consonância com o desejo da população de ter uma Polícia mais eficiente e integrada com a Sociedade.
