Previous issue date: 2006 / Os objetivos dessa pesquisa centraram-se na descrição e análise das tentativas de
institucionalização da EaD na Universidade de Brasília (UnB) no período de janeiro de
1979 a junho de 2006. Esse estudo de caso reuniu as diferentes iniciativas em uma
escala temporal e permitiu apreciar criticamente as mudanças implementadas. Buscou
analisar o processo de institucionalização da EaD na concepção neoinstitucional com
base em três dimensões da universidade propostas por Clark(1987) e na dimensão
tecnológica. A abordagem da dimensão histórica serviu para a análise das implicações e
desdobramentos desses fatos nas dimensões do financiamento das ações, das condições
tecnológicas e da influência das políticas públicas governamentais. A pesquisa
reconheceu os padrões adotados para realização dos cursos e suas restrições para
explicar porque a EaD ficou em uma posição periférica na UnB. Conclui-se que os
diferentes atores institucionais, os critérios para tomadas de decisão, a tecnologia
escolhida nos processos de implementação dos cursos, criaram restrições para a
institucionalização plena dessa modalidade de educação na UnB. As concepções de
educação, os conflitos internos entre os protagonistas e as questões estruturais
disponíveis (financeiras e tecnológicas) restringiram o uso da EaD a poucos atores no
espaço acadêmico nesse período.
________________________________________________________________________________________ ABSTRACT / The objectives of this research were centered in the description and analysis of the attempts made toward the institutionalization of Distance Learning Educational
Programs at the University of Brasilia from 1979 to 2006. This case study put the
different initiatives in a time scale and permitted the critical appreciation of the
implemented changes. It searched to analyze the institutionalization of Distance
Education under North’s (2002) views and based on Clark’s (1987) different
dimensions of the university. The approaching of the historical dimension served to the
analysis of the implications and consequences of these facts in the financing of the
actions, the technological conditions and in the influences of the governmental public
policies. The research recognized patters adopted to the implementation of the courses
and its restrictions to explain why Distance Learning Education had a peripheral
position in the University Policies all these years. It concluded that the different
institutional actors, the criteria established to decision making and the technological
ways chosen to implement the courses created restrictions to the institutionalization of
this type of education in the UnB. The educational conceptions, the internal conflicts
among the protagonists and the existing structural conditions (financial, technological and conditions established by public polices) restricted the use of Distance Education to a few actors in the academic space of the University in this period.
