308790.pdf: 1807214 bytes, checksum: 33a32b991a11b3527334b356a8ac6097 (MD5) / Este trabalho tem por objetivo detectar e avaliar as principais contribuições do Programa Minha Casa, Minha Vida (PMCMV), iniciativa mais recente do governo federal voltada à questão da moradia, para o equacionamento dos problemas habitacionais das famílias de menor renda no Brasil e, por conta disso, com reflexos no estado de Santa Catarina. Para isso, relacionam-se analiticamente os resultados alcançados pelo PMCMV à contextualização teórica da problemática urbana e do envolvimento público no setor habitacional. A análise recorre a resultados quantitativos, em termos de unidades habitacionais contratadas pelo programa no período de abril de 2009 a agosto de 2011, e também à pesquisa de campo, por meio de entrevistas realizadas com representantes das principais instituições envolvidas com a execução do PMCMV na região da Grande Florianópolis. Constatou-se que o PMCMV vem apresentando resultados significativos quanto à contratação de novas moradias, entretanto reproduz aspectos contraditórios, inerentes às políticas públicas para habitação social, como a prevalência da lógica empresarial, a periferização das camadas sociais urbanas mais carentes, a participação reduzida de formas alternativas de construção e a desarticulação com as estratégias de planejamento urbano. / This study aims to detect and evaluate the main contributions of the Programa Minha Casa, Minha Vida (PMCMV), the most recent initiative of the Brazilian government concerned with the issue of social housing. This public action was designed to deal with the housing problems of lower income families in the country, and involves all the federal states, among them the state of Santa Catarina. Theoretically, the results of the PMCMV have been examined in relation with some critical terms of the discussion about State involvement with urban problems, particularly with the housing question in capitalist societies. The analysis makes use of quantitative results in terms of housing units contracted through the PMCMV from April 2009 to August 2011, and is also based on field research carried out through interviews with representatives of major institutions involved in the implementation of that Program in the Greater Florianópolis area. It was found that the PMCMV has significant results in terms of the offer of new homes. However it reproduces some of the main contradictory aspects generally inherent to public policies for social housing, as the prevalence of a private business logic, the increase of the suburban character of low income housing, which is continually driven to the urban peripheries - mainly in what concerns the poorest urban strata - , the lack of meaningful alternative forms of construction and the absence of actual interactions with strategies of urban development planning.
