El presente trabajo de investigación, analiza las causas del reducido
acceso a los servicios públicos señalados en el Decreto Legislativo N° 1343:
“Cárceles Productivas” a favor de las mujeres privadas de libertad en el
Establecimiento Penitenciario Chorrillos Mujeres, quienes participan en este
programa y ven afectado el ejercicio de sus derechos, debido a las limitaciones
y a la falta de coordinación entre el Instituto Nacional Penitenciario y las
entidades involucradas, para promover su reinserción laboral a través de la
formalización del trabajo que realizan en los lugares donde están recluidas.
Por tal motivo, proponemos, como una respuesta de solución a tan crítica
situación, una plataforma virtual que en la que se explicitan y ofrecen los
servicios públicos que requieren las internas para formalizar sus actividades
laborales, trámites que podrán realizarse totalmente en línea de manera ágil,
sencilla y con un lenguaje fácil y comprensivo. Del mismo modo, hemos
considerado la incorporación de un elemento clave en este proceso, como es:
la formación y capacitación educativa en línea, que permitirá a las mujeres
privadas de libertad, estar actualizadas e informadas de los cursos disponibles,
hacer el debido seguimiento a su progreso de aprendizaje y obtener una
certificación al concluir los cursos en los que se encuentran inscritas.
De esta manera, buscamos acercar a estas mujeres los servicios que el
Estado peruano está obligado a proporcionarles (pero que son muy limitados),
adecuándose al entorno y condiciones en las que se encuentran, recluidas,
pero no privadas de alcanzar sus aspiraciones personales como seres
humanos que buscan resocializarse y afianzar su propia identidad para trazarse
un nuevo camino de vida. / The present research work, which aims to demonstrate where the causes of
reduced access to public services indicated in Legislative Decree N° 1343:
"Productive Prisons" in favor of women deprived of liberty in the Center
Penitentiary Woman Chorrillos, who participate in this program will be analyzed,
these women are affected in the exercise of their rights, this is due to the
limitations and lack of coordination between the National Penitentiary Institute
and the entities involved to promote their laboral reintegration through the
formalization of the work they carry out in the places where they are secluded.
For this reason, we propose, as a solution to such a critical situation, a virtual
platform that explains and offers the public services that inmates require to
formalize their work activities, procedures that can be carried out completely
online in an agile manner simple and with an easy and comprehensive
language. In the same way, we have considered the incorporation of a key
element in this process, such as online education and training; which will allow
women deprived of their liberty to be updated and informed of the available
courses, to follow up on their learning progress and obtain certification upon
completion of the courses in which they are enrolled.
In this way, we seek to bring these women closer to the services that the
Peruvian State is obliged to provide them (but which are very limited), adapting
to the environment and conditions in which they are, confined, but not deprived
of achieving their aspirations as human beings. These women seek to
resocialize and strengthen their identity to trace a new path in life.
