Memoria para optar al título profesional de: Ingeniera en Recursos Naturales Renovables / Chilectra es la empresa de distribución eléctrica más grande de Chile, encargada de entregar electricidad a gran parte de la Región Metropolitana. Ésta presenta un Sistema de Gestión Ambiental, que generó en un documento denominado “Plan de Gestión y Acciones Ambientales en redes de distribución eléctrica de Chilectra” (PGAA 2009), el cual no fue implementado.
Así, los objetivos de esta memoria se enmarcan en analizar en forma crítica el PGAA 2009, para identificar las falencias de su implementación y generar recomendaciones para una Propuesta del Plan de Gestión Ambiental a partir de la información recopilada. El área de estudio corresponde a toda la red de distribución de energía eléctrica, la que abarca 33 comunas. Para la propuesta de Plan de Gestión Ambiental se utilizó información proveniente del PGAA 2009, Intranet, Internet Consulta a expertos, Publicaciones relacionadas y el Plan Quinquenal de Inversiones Ambientales (PQIA), de la compañía.
El trabajo se dividió en tres etapas: la primera etapa consistió en dos partes; realizar un análisis crítico del PGAA 2009 y el PQIA comparándolo con la norma ISO 14001:2004 realizando un análisis de forma, fondo e implementación y una revisión bibliográfica. En la segunda etapa se realizó consulta a los Expertos Clave de la empresa para indagar los motivos por los cuales el PGAA 2009 no se implementó en la compañía. Finalmente, en la tercera etapa se generaron recomendaciones y una Propuesta del Plan de Gestión ambiental.
A partir del análisis se proponen recomendaciones, tanto de forma, fondo e implementación, del Plan de Gestión Ambiental, detectándose falencias comunes entre el PGAA 2009 y el PQIA. Dentro de las recomendaciones más relevantes se puede mencionar el diagnosticar la situación ambiental actual de la organización y replantear la visión ambiental que se quiere plasmar en el PGA, para contextualizarla a los tiempos actuales Por otro lado, la asignación de Especialistas Ambientales en cada área considerada dentro del PGAA evitaría la sobrecarga de trabajo y responsabilidad que tiene el Especialista Ambiental de la empresa.
Además, se debe recalcar la importancia del compromiso de toda la organización, y en especial de las personas que realizan labores para ésta. Es necesario que cada eslabón de la cadena tenga clara su responsabilidad para que estos elementos funcionen.Si no existe una conciencia real del impacto de su trabajo, nuevamente el Plan de Gestión Ambiental no llegará a implementarse. El trabajo que se hace se seguirá haciendo, pero se perderá el objetivo de un Sistema de Gestión Ambiental, que es la mejora continua. / Chilectra is the largest electricity distribution company in Chile, responsible for bringing energy to the most of the “Region Metropolitana”. It has an environmental management system and the given existence of this it was prepared the document entitled "Environmental Management Plan and Action in electricity distribution networks Chilectra" in 2009 (PGAA 2009).
Thus, the objectives of this report are part critically analyze the PGAA 2009 , to identify flawd of its implementation and generate recommendations for a proposed Environmental Management Plan based on the information gathered. The study site corresponds to the entire electricity network distribution, which covers 33 municipalities. For the proposed Environmental Management Plan it was used information of PGAA 2009, Intranet, Internet, Experts consulting, related publishing and the Five-Year Plan for Environmental Investments (PQIA) of the company is used.
The work was divided into three stages. The first stage consisted of two parts; a critical analysis of PGAA 2009 and PQIA comparing them to ISO 14001: 2004 with an analysis of form, substance and implementation and a literature review. In the second stage consultation was held with a company’s key experts to investigate the reasons why the PGAA 2009 was not implemented in the company. Finally, in the third stage recommendations were generated with a new version of the Environmental Management Plan.
From the analysis recommendations were generated of the Environmental Management Plan detecting common errors between PQIA and PGAA 2009. Within the most relevant recommendations it can be mentioned the diagnosing of the current environmental situation of the organization and rethink environmental vision that it want to be captured on the PGA to update it with regard to current times. Otherwise, the allocation of Environmental Managers in each area within the PGAA it would avoid the workload and responsibility of the Environmental Manager of the company.
Furthermore, it should be emphasized the importance of the entire organization commitment and especially the persons performing work for the organization. It is necessary that each link in the chain has clear their responsibilities to make these elements work. If there is no real awareness of the impact of their work, once again the Environmental Management Plan it won’t be implemented. The work done will continue but it will miss the target of an Environmental Management System, which is continuously improving.
