Previous issue date: 2010 / Embora a Lei do Estatuto das Cidades tenha tornado o Plano Diretor obrigatório a boa parte das cidades brasileiras, ainda são elaborados sem a participação da sociedade e pouco aplicáveis à realidade local. A fim de planejar e gerir seus serviços, o Saneamento, assim como outros setores, necessita de um Plano Municipal estruturado junto ao Plano Diretor. Ao aproximar os temas saneamento e planejamento urbano, este trabalho tende a contribuir para aumentar a aplicabilidade dos futuros Planos e conseqüentemente proporcionar a construção de espaços mais justos e saudáveis. A metodologia desta dissertação consiste em pesquisa teórica de objetivo descritivo e exploratório, onde são apresentados os referenciais Históricos e Teóricos do Planejamento Urbano e do Saneamento Ambiental, buscando sempre mostrar onde as duas áreas se encontravam no decorrer da história. Com uma abordagem predominantemente qualitativa, este trabalho apresenta o processo de urbanização e faz uma breve avaliação da política urbana e habitacional brasileira a fim de apresentar o momento em que os Planos Diretores estavam sendo elaborados, além de mostrar a base ideológica por eles seguida. Este trabalho apresenta, ainda, conceitos de Saneamento, apresenta os elementos que perpassam os Planos Diretores e os Planos Municipais de Saneamento e os instrumentos legais de planejamento e gestão a fim de aplicá-los corretamente ao processo de elaboração destes Planos. / Although the City's Statutory Law has turned the Master Plan into an obligation to most of Brazilian cities, they are still developed without the public's participation and are seldom applicable to one's reality. In order to plan and manage their services, the Sanitation, among others sectors, needs a City Plan structured along with the Master Plan. This essay, hopes to connect the Sanitation' and Urban Planning' themes so to contribute to the applicability of future Plans and thus to provide the building of healthier, fairer spaces. This essay's methodology consists in theoretical research of descriptive and exploratory objects, where are shown the Historical and Theoretical references of Urban Planning and Environmental Sanitation, always pin pointing where the two areas have met during history. With a qualitative based approach, this essay presents the urbanization process and a brief evaluation of the Brazilian urban and housing politics in order to show the moment that the Master Plan's were being prepared, and furthermore, to provide the ideological base followed by those. This essay also presents the Sanitation concepts, the elements that span both the Master and the City's Sanitation Plan's and the legal planning and management instruments in order to apply them correctly on the making of those Plans.
