This work aims, initial, check if there was a movement towards decentralize industrial activity in the Brazilian Northeast after the implementation of liberal reforms, expressed in forms of state deregulation, trade liberalization and financial opening; to verify if the metropolitan areas of Salvador, Recife and Fortaleza presented and maintained an outstanding performance against the other, if sought, too, presenting the factors behind the occurrence of this fact, in different periods selected. Therefore, we employed the methodological procedures separated into two stages: the first refers to the use of clustering technique, or cluster analysis, in order to classify northeastern mesoregions in groups, according to the similarities of the variables: Industrial employment, industrial wage and level of diversification of industrial employment, analyzed in three distinct periods (1996, 2003 and 2010) after the opening of the Brazilian economy. As a complement to the clustering technique, we opted for the use of analysis of variance by F test in order to verify the behavior of the averages of selected variables in order to check if they had similar behaviors in selected periods. In a second moment, we looked perform an essentially qualitative research to investigate the plausible justifications which explain the prominence achieved by the metropolitan regions of Salvador, Recife and Fortaleza, based on factors historical-structural, that explain why they responded better in terms of industrial activity, changes in political, economic and institutional contexts arising with liberal reforms, which were intensified during the 90s. It was concluded that inheritances arising from the processes of occupation and industrialization provided to the metropolitan the detention of competitive and comparative advantages against other, concentrating a large portion of the industries in the Northeast, and that before the new competitive environment, which allowed them to better benefit, supporting the prominent position of the metropolitan areas northeast, however was showing a decentralization trend toward the mesoregions of the Northeast, it was observed also that the distribution of indicators relating to infrastructural logistics conditions, potential of consumer market, distribution of the skilled manpower and apparatus of the service sector and banking network displays prerogatives to maintain the condition of inherited advantage, as well as the existence of higher levels of diversification of industrial employment in metropolitan areas inside the Northeast. / O presente trabalho tem como objetivo inicial, verificar se houve um movimento, no sentido de desconcentrar a atividade industrial no Nordeste brasileiro, após a implantação das reformas liberais, expressas sob as formas de desregulamentação estatal, abertura comercial e financeira, a fim de verificar se as regiões metropolitanas de Salvador, Recife e Fortaleza apresentaram e mantiveram um desempenho de destaque frente às demais, se buscou, também, apresentar os fatores que impulsionaram a ocorrência desse fato, em diferentes períodos selecionados. Para tanto, foram empregados os procedimentos metodológicos separados em duas etapas: a primeira trata-se do uso da técnica de agrupamento ou análise de cluster, a fim de classificar todas as mesorregiões nordestinas em grupos, de acordo com as similaridades das variáveis: Emprego industrial, Salário industrial e Nível de diversificação do emprego industrial, analisados em três períodos distintos (1996, 2003 e 2010) após a abertura econômica brasileira. Como complementação à técnica de agrupamento, optou-se pelo emprego de uma análise de variância, por meio do teste F, a fim de verificar o comportamento das médias das variáveis selecionadas, a fim de verificar se elas apresentaram comportamentos parecidos nos períodos selecionados. Em um segundo momento, se buscou realizar uma pesquisa de caráter essencialmente qualitativo para investigar as justificativas plausíveis que explicam o destaque obtido pelas regiões metropolitanas de Salvador, Recife e Fortaleza, baseando-se em fatores histórico-estruturais, que explanam porque elas responderam melhor, em termos de atividade industrial, às mudanças no contexto político, econômico e institucional advindos com as reformas liberais, que foram intensificadas durante os anos 90. Pôde-se concluir que, heranças advindas dos processos de ocupação e industrialização proporcionaram às regiões metropolitanas a detenção de vantagens competitivas e comparativas frente às demais, concentrando grande parcela das indústrias no Nordeste, e que diante do novo contexto competitivo, permitiu que elas melhor se beneficiassem, sustentando a posição de destaque dos espaços metropolitanos nordestinos, contudo, foi evidenciando uma tendência de descentralização em direção às demais mesorregiões do Nordeste, observou-se ainda, que a distribuição de indicadores referentes às condições infraestruturais logísticas, potencial de mercado consumidor, distribuição de mão de obra qualificada e aparato do setor de serviços e de rede bancária, exibe prerrogativas para a manutenção da condição de vantagem herdada, bem como a existência de maiores níveis de diversificação do emprego industrial nas regiões metropolitanas dentro do Nordeste.
