Previous issue date: 2017-04-24 / Fundação de Amparo à Pesquisa do Estado de Goiás - FAPEG / The present research intends to answer the effect of external and internal norms on the activities
of research and development of technological innovations resulting from research done by the
federal higher education institutions of the state of Goiás, as well as on the intellectual property
generated by such researches, contracts for the transfer of these technological innovations to
the private sector and the financial resources of these institutions. To answer this question, it is
presented as a general objective to diagnose the management of intellectual property and
technology transfer in the federal institutions of education in the state of Goiás. The research
was based on literature of technological innovation, the Triple Helix model proposed by
Etzkowitz and Leydesdorff (2000), the norms of science, technology and innovation in Brazil,
empirical research that dealt with university-industry relationship, technology transfer and
intellectual property management. The field of research was formed by the Federal University
of Goiás, the Federal Institute of Goiás and the Goiano Federal Institute. State laws were
collected that had as object the activities of science, technology and innovation and the
relationship between research institutions and industry. Internal norms published by the
institutions studied and dealing with the same subject were also collected. In addition,
interviews were carried out with the managers of the technological innovation centers - NIT -
of the UFG and the IFG. The research concluded that there is a structure focused on innovation
and technology transfer activities at the Federal University of Goiás, at the Federal Institute of
Goiás and at the Goiano Federal Institute, but the data collected indicate that the personnel
structure is still insufficient. Production of industrial property products is still incipient when
compared to public institutions of higher education in the Southeast, and that the existence of
an organizational structure of internal norms that regulate innovation and technology transfer
activities have not yet resulted in effective interaction university-industry and nor in concluding
contracts of assignment or licensing that could generate financial resources for the institutions. / A presente pesquisa pretende responder qual o efeito de normas externas e internas sobre as
atividades de pesquisa e desenvolvimento de inovações tecnológicas resultantes de pesquisas
realizadas pelas instituições de ensino superior federais do estado de Goiás, assim como sobre
os bens de propriedade intelectual gerados por tais pesquisas, os contratos de transferência
dessas inovações tecnológicas para a iniciativa privada e as receitas dessas instituições. Para
responder a esta questão, apresenta-se como objetivo geral da pesquisa diagnosticar a gestão de
propriedade intelectual e de transferência de tecnologia nas instituições federais de ensino
superior do estado de Goiás. A pesquisa foi baseada em fundamentação teórica que aborda os
temas de inovação tecnológica, propriedade intelectual e sua função social, as instituições de
ensino superior e sua relação com empresas, o modelo teórico da Hélice Tripla proposto por
Etzkowitz e Leydesdorff (2000), o marco jurídico de ciência, tecnologia e inovação no Brasil,
pesquisas empíricas que trataram dos temas de relação universidade-empresa, transferência de
tecnologia e gestão de propriedade intelectual. O campo de pesquisa foi formado pela
Universidade Federal de Goiás, o Instituto Federal de Goiás e o Instituto Federal Goiano. Foram
coletadas leis estatais que tinham como objeto as atividades de ciência, tecnologia e inovação
e o relacionamento entre instituições de pesquisa e empresas. Também foram coletadas normas
internas publicadas pelas instituições estudadas e que tratam do mesmo tema. Além disso,
foram realizadas entrevistas com os gestores dos núcleos de inovação tecnológica – NIT – da
UFG e do IFG. A pesquisa permitiu concluir que existe estrutura voltada às atividades de
inovação e de transferência de tecnologia na Universidade Federal de Goiás, no Instituto
Federal de Goiás e no Instituto Federal Goiano, mas os dados coletados indicam que a estrutura
de pessoal ainda é insuficiente, que a produção de produtos de propriedade industrial ainda é
incipiente, se comparada com instituições públicas de ensino superior da Região Sudeste, e que
a existência de estrutura organizacional de normas internas que regulam as atividades de
inovação e transferência de tecnologia ainda não resultaram em efetiva interação das
instituições estudadas com a iniciativa privada e nem em celebração de contratos de cessão ou
licenciamento que pudessem gerar receitas para as instituições.
