2008_SauloQuadrosSantiago.pdf: 723401 bytes, checksum: 5a2feeb3e3a316b528566364c13aa92d (MD5) / Levando em consideração as crises externas observadas em países periféricos durante a década de 1990 e início dos anos 2000, o presente trabalho analisa o caráter instável das economias capitalista e, particularmente, a maior vulnerabilidade externa apresentada pelos países periféricos. Essa vulnerabilidade é acentuada pelos mecanismos de livrefuncionamento de mercado, tornando-se necessária a intervenção do Estado nas variáveis reais e financeiras, de forma coordenada, como modo de reduzir e buscar eliminar a vulnerabilidade externa característica das economias periféricas. Para comprovar a importância desse papel do Estado, o trabalho analisa as políticas interventoras adotadas pelos países do sul e sudeste asiático, em particular, a China, Índia e Coréia do Sul, compara a vulnerabilidade externa desses países com os latino-americanos, que adotaram políticas econômicas mais liberais, e relaciona a baixa vulnerabilidade das economias asiáticas ao intervencionismo estatal. _________________________________________________________________________________ ABSTRACT / Taking in consideration the observed external crises in peripheral countries during the decade of 1990 and beginning of the decade of 2000, the present work analyzes the unstable character of economies capitalist and, particularly, the external vulnerability presented by the peripheral countries. This vulnerability is accented by the mechanisms of free-market, becoming necessary the co-ordinated intervention of the State in the real and financial variables, as a way to reduce and to eliminate the characteristic external vulnerability of the peripheral economies. To prove the importance of this whole of the State, the work analyzes the political economy interventions in South and Southeast Asia countries, in particular, China, India and South Korea, compares the external vulnerability of these countries with the Latin Americans, which had adopted more liberal economic policies, and relates the low external vulnerability of the Asian economies to state interventionism.
