Previous issue date: 2018-02-06 / As organiza??es, as comunidades e as cidades lidam com situa??es rotineiras, n?o rotineiras, imprevis?veis e com graus variados de complexidade. Muitas vezes, estes sistemas sociot?cnicos n?o conhecem suas capacidades necess?rias e/ou n?o as desenvolveram suficientemente para enfrentar tais situa??es de forma resiliente. ? importante que os sistemas sociot?cnicos, em especial, aqueles que lidam com incertezas e imprevistos, como ? o caso dos que lidam com riscos de desastres, avaliem continuamente sua resili?ncia, para conhecer suas defici?ncias e reais capacidades e, assim, poder tomar boas decis?es e agir. Este trabalho teve como objetivo principal desenvolver um sistema de indicadores para avaliar a resili?ncia organizacional, com rela??o ? gest?o de riscos e desastres, de ?rg?os de Prote??o e Defesa Civil no Brasil. Para isso, foi desenvolvida uma metodologia dividida em tr?s fases, que foram denominadas de Modelagens. A Modelagem I correspondeu ?s etapas de revis?o da literatura, sele??o dos indicadores e classifica??o dos indicadores de acordo com o modelo te?rico desenvolvido. As informa??es levantadas nesta etapa foram utilizadas para a constru??o do instrumento de coleta de dados. A Modelagem II foi denominada de valida??o multiprofissional, pois os indicadores que compuseram o instrumento de coleta de dados foram validados por gestores e pessoas que ocupavam posi??es-chaves em ?rg?o de prote??o e defesa civil. Assim, foi poss?vel selecionar os indicadores com maior grau de utiliza??o e import?ncia, segundo a percep??o desses indiv?duos, para compor a vers?o final do instrumento de mensura??o da resili?ncia organizacional. A Modelagem III correspondeu aos estudos de casos que tiveram como objetivo avaliar, a partir da operacionaliza??o do instrumento validado na etapa anterior, a resili?ncia organizacional de ?rg?os de Prote??o e Defesa Civil (OPDC) de cinco cidades brasileiras. Os dados coletados foram analisados e diagnosticados para cada uma das fases do ciclo de gest?o em prote??o e defesa civil, nas quais estavam classificados os indicadores. Os resultados mostraram que os cinco ?rg?os avaliados apresentaram diagn?sticos diferentes para cada fase. De uma forma geral, o diagn?stico final global de resili?ncia indicou como ?rg?o mais resiliente o OPDC5, seguido nessa ordem pelos ?rg?os OPDC1, OPDC2, OPDC3 e OPDC4. Concluiu-se que, o sistema de indicadores desenvolvido neste estudo, possibilita o conhecimento aprofundado dos potenciais e das fragilidades de resili?ncia dos ?rg?os de Prote??o e Defesa Civil avaliados, auxiliando-os no processo de tomada de decis?o, no planejamento e implementa??o de programas, diretrizes e a??es que contribuam para a redu??o de riscos e desastres nas cidades em que atuam. Infere-se que, devido a sua adaptabilidade, o sistema de indicadores de resili?ncia organizacional desenvolvido neste trabalho tenha potencial para a aplicabilidade em diversos ?rg?os de Prote??o e Defesa Civil do Brasil. / Organizations, communities and cities deal with routine, non-routine and unpredictable situations, with various degrees of complexity. Many times, it is hard to know the needed capabilities of these sociotechnical systems and/or they are not sufficiently developed them to deal with situations in a resilient way. It is important that sociotechnical systems, especially those dealing with uncertainties, like cases that they deal with risk of disasters, continually assess their resilience, to know their deficiency and real capacities, and then, to take good decisions and act. This work had the main objective to develop an indicator system to assess organizational resilience, related to the risks? and disasters? management of protection and civil defense agencies in Brazil. For this, it was developed a methodology in three phases, which were denominated as modeling. The Modeling I corresponded to the steps about the literature review, selection of indicators and their classifications according to the theoretical model developed. The information collected as this stage was used for the construction of the data collection instrument. The Modelling II was denominated as multiprofessional validation, because the indicators that compose the instrument of data collection were validated by managers and people that occupied key-roles in protection and civil defense agencies. Thus, it was possible to select the indicators with greater degree of utilization and importance, according to the perception of these individuals, to compose the final version of the measurement instrument of the organizational resilience. The Modelling III was comprised by case studies that had the objective to evaluate, from the operationalization of the instrument validated in the previous stage, the organizational resilience of five protection and civil defense agencies (OPDC) in five Brazilian cities. The collected data were evaluated and diagnosed for each one of the phases of cycle management of protection and civil defense, where the indicators were classified. The results showed that the agencies presented different diagnosis for each stage. In a general way, the final global diagnostic of resilience indicated OPDC5 as the most resilient, followed in this order by OPDC1, OPDC2, OPDC3 and OPDC4. It was concluded that the system of indicators developed in this study, allows a deep understanding of potentials and fragilities of resilience of the protection and civil defense agencies evaluated, helping them in the process of taking decisions, planning and implementing programs, guidelines and actions that can contribute to a reduction of risks and disasters in the cities they operate. It is inferred that, due to its adaptability, the system of organizational resilience indicators developed in this work has the potential for applicability in several protection and civil defense agencies in Brazil.
