Previous issue date: 2018-08-28 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES / This work is a historical study about the initial process of creation of the Unified Educational Center, which was implemented in the Marta Suplicy management in front of the Municipality of São Paulo, between 2001 and 2004. The question that is investigated in this study is to understand, the from the legislative and executive powers, as did the initial process of creating the CEU project. For that, we considered the studies of Carlos Bacellar (2005) that problematizes the uses and bad uses of the public archives and proposes a working methodology for the treatment of this type of source. The objectives were to investigate how legal and political obstacles were overcome; to understand the representations about the creation of the project, based mainly on academic research, based on the studies of Roger Chartier (1990), dedicated to the study of Cultural History through practices and representations. When investigating the Unified Educational Center as an Educational Institution, we bring the studies of Justino Magalhães (2004), which, when dealing with the history of educational institutions, proposes a theoretical-methodological process for the study of this type of object. And, finally, we will mobilize the expanded concepts of memory and monument document, developed by Jacques Le Goff (2014) / Este trabalho é um estudo histórico sobre o processo inicial de criação do Centro Educacional Unificado, que foi implementado na gestão Marta Suplicy a frente da Prefeitura do Município de São Paulo, entre 2001 e 2004. A questão que se investiga nesse estudo é compreender, a partir das atuações dos poderes legislativo e executivo, como se deu o processo inicial de criação do projeto do CEU. Para tanto, considerou-se os estudos de Carlos Bacellar (2005) que problematiza os usos e maus usos dos arquivos públicos e propõe uma metodologia de trabalho para o tratamento desse tipo de fonte. Como objetivos buscou-se investigar como os entraves legais e políticos foram superados; compreender as representações sobre a criação do projeto a partir, principalmente, das pesquisas acadêmicas a partir dos estudos de Roger Chartier (1990) que se dedica ao estudo da História Cultural, por meio das práticas e representações. Ao investigar o Centro Educacional Unificado como uma Instituição Educativa, trazemos os estudos de Justino Magalhães (2004), que, ao tratar da história das instituições educativas propõe um processo teórico-metodológico para o estudo desse tipo de objeto. E, por fim, mobilizaremos os conceitos ampliados de memória e de documento monumento, desenvolvidos por Jacques Le Goff (2014)
