Previous issue date: 2018-03-20 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior - CAPES / This thesis introduces the research carried out about the social assistant work in the execution of penalties and alternative measures and their interfaces with the contemporaneous ideology of social control. The study of qualitative nature is grounded on the theoretical and methodological approach guided by the critical and dialectical method. The investigation was performed through bibliographic research and documental analysis. The research universe is composed by the following information sources: Master degree dissertations, papers of under graduation courses, scientific articles in journals, annals of the main Social Service events and documents produced by regulatory agencies for penalties and alternative measures. The procedures of data analysis were performed according with the Discursive Textual Analysis. The research reveals less theoretical production by social assistants about penalties and alternative measures in Brazil although such professionals are their privileged executors. The Judiciary Body appears as the main institutional space for the execution of penal substitutes while the analyzed studies are mainly constituted of experiences reports and investigations performed in the ambit of the professional education. The analysis of the collected information revealed the existence of different trends in the work of the social assistant upon the execution of penalties and alternative measures. Social assistants identify the prison as the l?cus of punishment, violation of rights and of social control. Before the ?horrors? of the prison, within a few of the analyzed studies, the professionals tend to take a complacent glance at the penalties and alternative measures and do not consider the punitive dimension and the restriction of rights that constitute them. Other noted trend regards the identification of the execution of penal substitutes as a space of materialization of the Professional Political and Ethical Project, although without the mediations needed to the comprehension of the ideological and political dimension of the penal system and of the implications of the work of such occupation in this field. The revelation that different theoretical and political perspectives exist in the Social Service also identifies the trend to a critical position regarding the work of this occupation in the penalties and alternative measures. The conclusion drawn is that when social assistants perform their work in the execution of penalties and alternative measures, they get far and near of a critical reading moving themselves within the tension between the exercise of the social control and the perspective that aims at the materialization of the Professional Political and Ethical Project. / Nesta tese apresenta-se a pesquisa realizada sobre o trabalho do assistente social na execu??o das penas e medidas alternativas no Brasil e suas interfaces com a ideologia contempor?nea do controle social. O estudo, de cunho qualitativo, fundamenta-se na abordagem te?rico-metodol?gica orientada pelo m?todo dial?tico cr?tico. A investiga??o foi realizada mediante pesquisa bibliogr?fica e an?lise documental. O universo da pesquisa ? composto pelas seguintes fontes de informa??o: disserta??es de mestrado, trabalhos de conclus?o de curso (gradua??o), artigos cient?ficos em peri?dicos, anais dos principais eventos do Servi?o Social e documentos produzidos por ?rg?os normatizadores das penas e medidas alternativas. Os procedimentos de an?lise dos dados foram realizados com base na An?lise Textual Discursiva. A pesquisa revela a pouca produ??o te?rica dos assistentes sociais sobre as penas e medidas alternativas no Brasil, embora estes profissionais sejam os seus executores privilegiados. O Poder Judici?rio apresenta-se como o principal espa?o institucional de execu??o dos substitutivos penais e os estudos analisados constituem-se, majoritariamente, de relatos de experi?ncias e de investiga??es realizadas no ?mbito da forma??o profissional. A an?lise das informa??es coletadas revelou a exist?ncia de diferentes tend?ncias no trabalho do assistente social na execu??o das penas e medidas alternativas. Os assistentes sociais identificam a pris?o como l?cus da puni??o, viola??o de direitos e do controle social. Diante dos ?horrores? do c?rcere, em alguns estudos analisados os profissionais tendem a lan?ar um olhar condescendente ?s penas e medidas alternativas, desconsiderando a dimens?o punitiva e a restri??o de direitos que a constituem. Outra tend?ncia diz respeito ? identifica??o da execu??o dos substitutivos penais como espa?o de concretiza??o do Projeto ?tico-pol?tico profissional, contudo sem as media??es necess?rias para a compreens?o da dimens?o ideol?gica e pol?tica do sistema penal e das implica??es do trabalho da profiss?o nessa ?rea. Revelando a exist?ncia de diferentes perspectivas te?ricas e pol?ticas no Servi?o Social, tamb?m ? identificada a tend?ncia a um posicionamento cr?tico em rela??o ao trabalho dessa profiss?o nas penas e medidas alternativas. Conclui-se que os assistentes sociais, ao participarem, com seu trabalho, da execu??o das penas e medidas alternativas, se afastam e se aproximam de uma leitura cr?tica, movimentando-se na tens?o entre o exerc?cio do controle social e a perspectiva que busca a materializa??o do Projeto ?tico-pol?tico Profissional.
