Previous issue date: 2017-02-20 / The present dissertation entitled “The Basic Sanitation Politic in Brazil and its relation
to Biopolitics logic for population control” results from an exploratory study, with the
perspective from a qualitative approach about the thematic, using the methodology of
bibliographic research, and the documentary analysis, with the aim of problematizing
the relation between Basic Sanitation Politic and Biopolitics logic in the foucauldian
sense. Therefore, initially it is presented the study through a brief approach about
politics, social and public politics, then the sanitation conception through sanitary
practices and the correlate concepts. In relation to the Basic Sanitation Politic in
Brazil they are shown aspects about its trajectory, the determinants nuances of the
‘regulatory mark’ elaboration and the institutional instruments for the implementation
of this public politics. After that, they are related some concepts from the foucauldian
perspective bounded to the analytic of power for the development of the biopolitic
thematic. Finally, it is analyzed the Basic Sanitation Politic scope through its
interfaces being established the linking with the subjectivation ways of the present
system; the management of the population through this politics as an element of
governmental intervention where the government rationality conditions the access
dissimilarities to the service; and the Basic Sanitation Politic as a biopolitic element to
intervene in a conditioning field in the vital processes related to the level of the
population health. The study considered to contribute to a debate and demonstrated
that the Basic Sanitation Politic is an strategy of biopolitic intervention according a
rationality for the men conduct and its relations. / A presente dissertação intitulada: “A Política de Saneamento Básico no Brasil e a
relação com lógicas de biopolítica para o controle da população” resulta de um
estudo exploratório, com perspectiva de uma abordagem qualitativa sobre a
temática, utilizando a metodologia de pesquisa bibliográfica, e análise documental,
no intuito de problematizar a relação entre a Política de Saneamento Básico e as
lógicas de biopolítica no sentido foucaultiano. Assim, inicialmente apresentou-se o
estudo através de uma breve abordagem sobre política, política pública e social, em
seguida a concepção de saneamento através de práticas sanitárias e os conceitos
correlatos. Quanto à Política de Saneamento Básico no Brasil são elencados
aspectos referentes à trajetória, as nuances dos determinantes da elaboração do
‘marco regulatório’ e os instrumentos institucionais para implementação dessa
política pública. Adiante relacionam-se alguns conceitos da perspectiva foucaultiana
vinculados a analítica do poder para o desenvolvimento da temática biopolítica.
Enfim, analisa-se o âmbito da Política de Saneamento Básico através de suas
interfaces sendo estabelecida a vinculação com os modos de subjetivação do
sistema vigente; a gestão da população através dessa política como elemento de
intervenção governamental onde a racionalidade de governo condiciona as
desigualdades de acesso aos serviços; e a Política de Saneamento Básico como
elemento biopolítico ao intervir em um campo condicionante dos processos vitais
relativos ao nível de saúde da população. O estudo considerou contribuir para um
debate e demonstrou que a Política de Saneamento Básico é uma estratégia de
intervenção biopolítica conforme uma racionalidade para a conduta dos homens e
suas relações.
