Previous issue date: 2009-04-01 / The sustainable development is one of the great objectives of the current society,
however, still of difficult reach due to several factors, and one of them refers to the intensity
of the human occupation in the last years, without the due planning and cares with the
environment. This human occupation of the territories, it has not been assuring significant
developments social, economical and institutional for all of the social sectors, in many regions
of the planet. The objective of this work is to propose an index of social-environmental
quality, which it varies from zero to one, quantifying the level of existent integration among
the variables social, economical, environmental and institutional, necessary for the sustainable
development. This proposed index was applied in the watersheds of the State of Goiás and
Federal District, showing the level of difficulty for the execution of public politics that
promote the sustainable development in those watersheds. After the resolution of several
inherent subjects to the processes of watersheds delimitation and processing of variables
social, economical, environmental and institutional in the geographical domain of watersheds,
it was found for the study area the medium value of the index of social-environmental quality
equal to 0.406, being than, this index possesses values between zero and one. This value
demonstrates the countless difficulties to be overcome in the execution of the sustainable
development in the study area. The work presents some scenarios where the environmental
variable suffers significant improvement, but the medium value of the index of socialenvironmental
quality doesn't alter a lot, being evident that the social-environmental quality,
is directly related to the improvement of the four considered variables, and no, the
improvement of only one, indicating that the development process should be accomplished in
an integrated way, considering besides the environmental subject, the subjects social,
economical and institutional / O desenvolvimento sustentável é um dos grandes objetivos da sociedade atual,
porém, ainda de difícil alcance devido a vários fatores, sendo que um deles se refere à
intensidade da ocupação humana nos últimos anos, sem o devido planejamento e cuidado com
o meio ambiente. Esta ocupação humana dos territórios, não tem garantido significativos
desenvolvimentos sociais, econômicos e institucionais para todos os setores sociais, em
muitas regiões do planeta. O objetivo deste trabalho é propor um índice de qualidade sócioambiental,
que varia de zero a um, quantificando o nível de integração existente entre as
variáveis sociais, econômicas, ambientais e institucionais, necessárias para o desenvolvimento
sustentável. Este índice proposto foi aplicado nas bacias hidrográficas do Estado de Goiás e
Distrito Federal, explicitando o nível de dificuldade para a execução de políticas públicas que
promovam o desenvolvimento sustentável nessas bacias hidrográficas. Após a resolução de
várias questões inerentes aos processos de delineamento de bacias hidrográficas e
processamentos de variáveis sociais, econômicas, ambientais e institucionais no domínio
geográfico de bacias hidrográficas, foi encontrado para a área de estudo o valor médio do
índice de qualidade sócio-ambiental igual a 0,406, sendo que, este índice possui valores entre
zero e um. Este valor demonstra as inúmeras dificuldades a serem superadas na execução do
desenvolvimento sustentável na área de estudo. O trabalho apresenta alguns cenários onde a
variável ambiental sofre melhoria significativa, mas o valor médio do índice de qualidade
sócio-ambiental não se altera muito, ficando evidente que a qualidade sócio-ambiental, está
diretamente relacionada à melhoria das quatro variáveis consideradas, e não, a melhoria de
apenas uma, indicando que o processo de desenvolvimento deve ser realizado de forma
integrada, considerando além da questão ambiental, as questões sociais, econômicas e
institucionais
