This paper seeks to examine how state induced regulatory enforcement of welfare state services can promote equivalence. More precisely, the paper analyses the strategies used by the Swedish School Inspectorate and its implications for promoting an equivalent compulsory school system. The concept of equivalence has several meanings. Therefore an analytical model of equivalence is developed to examine the strategies used by the agency.
