research developed with the families benefited by the Federal Government
Program named Programa Federal Bolsa Familia - PBF in the city of
Cabreuva, from the reports relating the fragile identification of the families with
their territory. It introduces the hypothesis that the beneficiary of the social
assistance policies do not know the services offered in the municipality or their
inhabited district. The research starts with the group of beneficiaries from PBF
that participated in the socioeducative activities and the project named
Recognizing our Territory that happened at the Social Assistance Reference
Center CRAS/Bonfim. It reports a short retrospective of the Social Assistance
history starting with the Federal Constitution of 1988 and the Organic Law of
Social Assistance LOAS, timeling Social Assistance in the municipality of
Cabreúva. It discourses on the concepts of territory and of families participating
in the National Social Assistance Politics PNAS, primary elements of the
system, aiming at establishing a web of social assistance services. The
research reveals the profile of the beneficiary families and analyses their
participation in the program and what it meant to them, enabling one to
recognise the possible changes in their behaviour and expectations. The main
conclusions of the dissertation point to the specifics of the Unified Social
Assistance System - SUAS implementation at each small municipality and also
to the importance of the socioeducative work in the socially vulnerable
territories / Esta dissertação objetiva analisar e refletir os resultados da pesquisa
desenvolvida junto às famílias beneficiárias do Programa Federal Bolsa Família
- PBF no município de Cabreúva, partindo da constatação da frágil identificação
das famílias em relação ao território em que vivem. Apresenta a hipótese de
que os moradores/usuários da política de assistência social desconhecem os
serviços ofertados no município e no seu território de moradia. A pesquisa
parte do universo de beneficiárias do PBF que participaram de atividades
socioeducativas e do projeto Reconhecendo o Nosso Território , ocorridos no
Centro de Referência de Assistência Social - CRAS/Bonfim. Aborda uma breve
retrospectiva da história da Assistência Social a partir da Constituição Federal
de 1988 e da Lei Orgânica da Assistência Social LOAS, realizando um
percurso pela história da Assistência Social do município de Cabreúva.
Discorre sobre os conceitos de território e de família presentes na Política
Nacional de Assistência Social PNAS, que surgem como elementos
articuladores do Sistema, visando à criação de uma rede de serviços
socioassistenciais. A pesquisa revela o perfil das famílias usuárias e analisa as
vivências e significados da experiência de participação nas atividades do
CRAS/Bonfim, possibilitando conhecer as possíveis mudanças no
comportamento e suas expectativas. As principais conclusões da dissertação
apontam para a especificidade de implantação do Sistema Único de
Assistência Social SUAS nos municípios de pequeno porte e para a
importância do trabalho socioeducativo nos territórios de vulnerabilidade social
