Previous issue date: 2009-04-16 / This dissertation aims to reflect on the management mechanisms used in the process
of budget composition in the context of history constitution of Brazilian social policies,
particularly social assistance in the municipality of Goiânia, Goiás (2002 to 2006).
The analysis focuses on the following: instruments of transfer of funds by budget
sphere, development of social expenditures, criteria for sharing, planning, analysis
and evaluation of care and security of public policy. The discussion on financing
occurs in a political scenery, under neoliberal orientation of public denial of the scale
(of all, for all) social policies and social rights. It takes into account the link between
financing and democratic control, and the new configuration of assistance in the
context of implementation of the Single System of Social Assistance (Suas/2005),
with its principles, guidelines, regulations and legal requirements. This study,
conducted in a scientific basis, aims to identify the nature of the sources, the direction
and amount of funds budgeted and executed under social assistance, in Goiânia-Go,
after the approval of the Organic Law of Social Assistance (LOAS / NOB / 1997 and
NOB/2005). The survey showed, despite the advances advocated by the Brazilian
federal constitution of 1988 and the LOAS/1993, which in relation with the exercise of
direct democracy and participatory management of the funding in the State of Goiás,
in Goiânia, is still marked by political conservative practices, predominantly a profile
clientele and guardianship. The municipal executive has publicly declared a distorted
view of the assistance, contrary to that one that guides this dissertation, which is
linked to the concept of citizenship and democracy extended equal (based on the
concept of positive freedom and equality, with redistributive social justice). The
interference of political-partisan criteria identified in the structure of social spending
and the management model adopted in the study period shows a situation
exacerbated by the lack of planning in the financing of the actions that policy in the
city, creating serious distortions. Finally, it analyzes the contradictions and political,
technical and financial planning in the municipality. There is a marked dependence
on the transfer of funds by the Union, with prevalence of the principle of regressivity,
which shows absence of a political culture that promote the ethical-political dimension
and a large gap in the field of law, in Goiânia - GO. / Esta dissertação objetiva refletir sobre os mecanismos de gestão utilizados no
processo de composição orçamentária no contexto de constituição histórica das
políticas sociais brasileiras, em especial da assistência social no município de
Goiânia-Goiás (2002 a 2006). A análise privilegia os seguintes aspectos:
instrumentos de transferência de recursos financeiros por esfera orçamentária,
evolução dos gastos sociais, critérios de partilha, planejamento, análise e avaliação
da assistência como política pública de seguridade. Esta discussão sobre o
financiamento ocorre em um cenário político, sob orientação neoliberal, de negação
da dimensão pública (de todos, para todos) das políticas sociais e dos direitos
sociais. Leva-se em conta a articulação entre financiamento e controle democrático,
bem como a nova configuração da assistência no contexto de implantação do
Sistema Único de Assistência Social (SUAS/2005), com seus princípios, diretrizes,
normatizações e prescrições legais. Este estudo, realizado em bases científicas,
pretende identificar a natureza das fontes, a direção e o montante dos recursos
financeiros orçados e executados no âmbito da assistência social, em Goiânia-Go,
após a homologação da Lei Orgânica de Assistência Social (LOAS/NOB/1997 e
NOB/2005). A pesquisa revelou, não obstante os avanços preconizados pela
Constituição federal brasileira de 1988 e pela LOAS/1993, que, em relação ao
exercício da democracia direta e participativa, a gestão do financiamento no Estado
de Goiás e em Goiânia, ainda é marcada por práticas políticas conservadoras, com
predominância de um perfil clientelista e tutelador. O executivo municipal tem
declarado publicamente uma visão distorcida da assistência, contrária à que orienta
esta dissertação, qual seja vinculada à concepção de cidadania ampliada e de
democracia igualitária (fundamentada no conceito de liberdade positiva e de
igualdade, com justiça social redistributiva). A interferência de critérios políticopartidários
identificados na estrutura dos gastos sociais e no modelo de gestão
adotado no período analisado revela uma situação agravada pela ausência de
planejamento no financiamento das ações dessa política no município, gerando
graves distorções. Por fim, analisam-se as contradições e a dimensão política e
técnico-financeiro do planejamento no município. Constata-se uma acentuada
dependência em relação à transferência de recursos financeiros pela União, com
prevalência do princípio da regressividade, o que revela ausência de uma cultura
política que privilegie a dimensão ético-política e uma grande lacuna no campo do
direito, em Goiânia-GO.
