Esta pesquisa tratou da política pública de esporte de rendimento no Brasil, com especificidade no Plano Brasil Medalhas 2016. A eleição do Brasil para sediar os Jogos Olímpicos e Paralímpicos 2016 ocasionou uma série de alterações na legislação esportiva, nas formas de financiamento, e na governança do esporte. Com isto, o Governo Federal lançou, em 2012, o Plano Brasil Medalhas 2016, a fim de finalizar os Jogos Olímpicos 2016 entre os dez primeiros; e os Jogos Paralímpicos 2016 entre os cinco primeiros, no quadro de medalhas. O objetivo geral desta pesquisa foi analisar de que maneira a formulação e os processos utilizados na implementação afetam a execução do Plano Brasil Medalhas 2016. Trata de uma pesquisa descritiva, quantiqualitativa. Na coleta dos dados realizou-se a análise de fontes primárias. Para as entrevistas semiestruturadas utilizou-se a seleção por amostragem não probabilística intencional para dois grupos, um daqueles que atuaram na formulação e outro que participaram da implementação. As confederações foram dividas por quotas, em três categorias, de acordo com o número de atletas beneficiados. O questionário foi utilizado para coletar dados de 246 atletas para uma amostra estratificada proporcional. Na análise de conteúdo foi utilizada a proposta de Bardin. Os dados coletados foram processados e confrontados à luz das referências bibliográficas. Foram analisados 18 atos normativos, 99 respostas do questionário, oriundas de 64 atletas Olímpicos e 35 Paralímpicos, 09 entrevistas, 47 atas de reuniões, 18 relatórios de atletas Olímpicos e um relatório de atletas Paralímpicos. Os dados indicaram que a formulação e os processos utilizados na implementação afetaram de forma positiva e negativa, a execução do Plano Brasil Medalhas 2016. Positivamente, ao levar o apoio direto ao atleta; ao reunir diversos atores sob a coordenação do Ministério do Esporte, em torno de um mesmo objetivo para o esporte nacional. Negativamente, ao gerar atraso no início da execução; descontinuidade no pagamento da Bolsa Pódio; deficiência no apoio ao atleta. / This research deals with the public policy of elite sport in Brazil, with specificity in the Brazilian Medals Plan 2016. With Brazil's election to host the 2016 Olympic and Paralympic Games, there is a window of political opportunity that resulted in significant changes in legislation, in the forms of financing, in the governance of the sport and directed to the elite athletes resources as a priority. The Federal Government launched, in 2012, the Brazilian Medals Plan 2016 in order to finalize the 2016 Olympic Games in the top ten; and the 2016 Paralympic Games among the top five in the medal table. The general objective of this research is to analyze how the formulation and the processes used in the implementation affect the execution of the Brazilian Medals Plan 2016. The present study was characterized as a descriptive research, with an approach qualiquantitative. On analysis of documents was used primary sources. For the interview, the choice of respondents was carried out by non-probability intentional sampling for the two groups, one of persons who worked on the formulation and the other for people who participated in the implementation. The confederations were selected by quotas, divided into three categories, according to the number of athletes. The questionnaire was used to collect data from 246 athletes. It was used the method of stratified sampling. The Content was analyzed according Bardin’s proposal. The collected data were processed in confrontation of the references. 18 normative acts have been analyzed, 99 answers of the questionnaire, 64 from Olympic athletes and 35 Paralympics, nine interviews from representatives of ME, committees and confederations, 47 minutes of meetings, reports of 18 Olympic athletes and Paralympics athletes report. It was found that the design and the processes used in the implementation affect, positive and negatively, the execution of the Brazilian Medals Plan 2016 Positively, when delivery resources directly to athletes and the Ministry of Sorts joins different actors under Its coordination. Negatively, because it can cause delay in the start of the implementation; discontinuity in the payment of the athlete; disability in supporting the athlete.
