Previous issue date: 2018-08-22 / O presente estudo teve como objetivo analisar o tratamento dado às questões socioambientais na Universidade Federal de Campina Grande (UFCG), com base nas diretrizes da Agenda Ambiental na Administração Pública (A3P). A A3P é um Programa do Ministério do Meio Ambiente (MMA), de adesão voluntária, cujo objetivo é alinhar os entes da Administração Pública às práticas que busquem o desenvolvimento sustentável. Caracteriza-se como uma pesquisa exploratória-descritiva, com abordagem qualiquantitativa, realizada por meio de um estudo de caso abrangendo os campi e setores da Administração Superior da UFCG. Na trajetória metodológica realizou-se análise bibliográfica-documental e aplicou-se questionários, junto a gestores de setores definidos. No tratamento e análise dos dados coletados foi utilizada a estatística descritiva, com uso de planilhas e gráficos Excel. Constatou-se que a UFCG ainda não definiu a sua Política Ambiental. Constatou-se também que não elaborou o seu Plano de Gestão e Logística Sustentável (PLS) e que em maio do corrente ano instituiu Comissão com a essa finalidade. Os resultados apontaram que a UFCG iniciou a sua trajetória rumo à sustentabilidade por meio do desenvolvimento de práticas socioambientais de forma isolada, com baixa adesão à A3P; que apenas um campus tem Plano de Gestão Socioambiental (PGS), este nos moldes da A3P, porém sem adesão formal junto ao MMA; e que carece de um órgão com atribuição específica de integrar a comunidade universitária em torno da temática ambiental. As três maiores barreiras à implantação de um PGS na instituição, apontadas pelos respondentes, foram: dificuldades de persuasão à participação de todos, seguida da escassez de recursos financeiros e de tensões entre os diferentes grupos de interesse. Já as principais motivações foram: a promoção da conscientização socioambiental, o caráter socioambiental inerente à Universidade e a economia de recursos financeiros. Diante dessas constatações e das expectativas apontadas pelos respondentes, recomenda-se: priorizar a definição de uma Política Ambiental institucional e constituir uma Comissão Gestora com a missão de desenvolver e implantar um PGS que atenda à Política Ambiental instituída, aderindo a A3P, assumindo assim conduta proativa com relação à preservação do meio ambiente e ao desenvolvimento sustentável, compromissos assumidos no seu Estatuto. / The present study had as objective to analyze the treatment given to socioenvironmental issues at the Federal University of Campina Grande (UFCG), based on the guidelines of the Environmental Agenda in Public Administration (A3P). The A3P is a Program of the Ministry of the Environment, of voluntary adhesion, whose objective is to align the entities of the Public Administration with the practices that seek the sustainable development. It is characterized as an exploratory-descriptive research, with a qualitative and quantitative approach, carried out through a case study covering the campuses and sectors of the UFCG Superior Administration. In the methodological trajectory, bibliographical-documentary analysis was carried out and questionnaires were applied, together with managers of defined sectors. In the treatment and analysis of the data collected, descriptive statistics were used, using spreadsheets and Excel charts. It was verified that the UFCG has not yet defined its Environmental Policy. It was also verified that it did not elaborate its Sustainable Management and Logistics Plan and that in May of this year it established a Commission with this purpose. The results showed that the UFCG started its path towards sustainability through the development of socio-environmental practices in isolation, with low adherence to A3P; that only one campus has a Socio-environmental Management Plan, this in the form of A3P, but without formal adhesion to the Ministry of Environment; and that it lacks an organ with specific attribution to integrate the university community around the environmental theme. The three major barriers to the implementation of a Social and Environmental Management Plan in the institution, pointed out by the respondents, were: persuasion difficulties to everyone's participation, followed by the lack of financial resources and tensions between the different interest groups. The main motivations were: the promotion of socio-environmental awareness, the socio-environmental character inherent to the University and the saving of financial resources. In view of these findings and the expectations raised by the respondents, it is recommended to: prioritize the definition of an Institutional Environmental Policy and establish a Management Commission with the mission of developing and implementing a Socio-Environmental Management Plan that meets the Environmental Policy established by adhering to A3P, thus assuming proactive conduct regarding the preservation of the environment and sustainable development, commitments assumed in its Statute.
