Previous issue date: 2015-02-27 / The objective of this thesis was to know the process of implementing of REUNI at the Federal University of Pelotas, according to the perception of college counselors at the time of accession of UFPEL the program in order to understand the main, political and institutional, present in the development of the REUNI at the University. It is a qualitative approach and used as a strategy case study. The collection of materials happened through the desk study, with the analysis of the University Council Minutes of the meeting which presented and approved REUNI, and semi-structured interviews with college counselors of the three categories - students, teachers and technical-administrative server - the time accession to the university program. The materials were analyzed based on the method of discursive and textual analysis and they were presented in two sub categories emerging of into two major categories. With the analysis it was revealed as the main element of the REUNI implementation process in UFPEL, in the view of the college counselors, the lack of democracy in decision-making: or by the way how was the membership of the institution the program, or by the way that the program was effectively developed at the university. According to the college counselors at the time, the democratization of higher education in UFPEL happened numerically and had many losses in quality of education and vocational training, beyond lack of student policies that ensure the continuity and completion of students in higher education. / O objetivo desta dissertação foi conhecer o processo de implementação do REUNI na Universidade Federal de Pelotas, segundo a percepção de conselheiros universitários à época da adesão da UFPEL ao programa, a fim de compreender os aspectos principais, políticos e institucionais, presentes no desenvolvimento do REUNI na Universidade. É uma pesquisa de abordagem qualitativa e utilizou como estratégia o estudo de caso. A coleta de materiais aconteceu por meio do estudo documental, com a análise da Ata da reunião do Conselho Universitário que apresentou e aprovou o REUNI, e de entrevistas semiestruturadas com conselheiros universitários das três categorias – discente, docente e servidor técnico-administrativo – à época da adesão da universidade ao programa. Os materiais foram analisados com base no método da análise textual discursiva e aprestados em subcategorias emergentes divididas em duas categorias maiores. Com a análise foi possível perceber como elemento principal do processo de implementação do REUNI na UFPEL, na ótica dos conselheiros, a falta de democracia na tomada de decisão, seja pela forma como se deu a adesão da Instituição o programa, seja pela maneira como o programa foi, efetivamente, desenvolvido na universidade. Segundo os conselheiros à época, a democratização do ensino superior na UFPEL aconteceu de forma numérica e teve muitos prejuízos na qualidade do ensino e na formação profissional, além da falta de políticas estudantis que garantam a permanência e a conclusão dos estudantes nos cursos superiores.
