Previous issue date: 2012-12-17 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This study is an exploratory research with a descriptive approach, treating the recent process
of expansion of the public university, through the deployment of new campuses in regions far
from major centers of education and research. We built our analysis around the following
question: Which matrices, concepts, guidelines discourses of public universities have been
gathered in discourses which emerged during that process? Regarding the theoretical
perspective adopted, the present dissertation is based on the main guidelines of public policies
on university expansion, in conjunction with the theoretical discussion on its development,
focusing on the concepts of university and its historical background and social struggles
related to it. It also presents a reflection from the theoretical contribution of authors connected
to the discussion on regional development, emphasizing the contribution of the university to
that. We argue that the process of endogenization of development, with the emergence of a
model that privileges the Government decision processes and mobilize regional and local
politicians is subsidizing the universities expansion, establishing new development agendas
with the linkage of institutions to a innovation system which is still in an early stage. The
locus of the empirical study is the Center for Sustainable Development in Semi-Arid city
Sumé - PB, where we interviewed actors from inside and outside the university, including
community leaders and common individuals and also political leaders, about the
representations they constructed on the newcomer university, being presented perceptions,
expectations of immediate development and about the perception of changes attributed to the
arrival of the university. The study suggests a reflection on what kind of development is being
proposed and about to what extent it is heading toward the conceptions of the various social
strata, even taking in account that is not yet possible to establish a clearer picture of the direct
and indirect impacts, because the phenomenon we are studying is quite a recent one. From the
study it is also possible to discuss the conditions and challenges posed to small towns so that
they can provide answers to the demands of the population, emphasizing the lack of
connection between the public universities system and the local and regional chains of
innovations, what can represent an obstacle to a beginning of a development project in which
the University would have clearly defined its role. / Este estudo é uma pesquisa exploratória com abordagem descritiva, tratando o processo
recente de expansão da universidade pública, através da implantação de campi em regiões
distantes dos grandes centros de ensino e pesquisa. Nós construímos nossa análise em torno
da seguinte pergunta: Quais matrizes, conceitos, diretrizes discursos de universidades públicas
foram reunidas durante esse processo? Em relação à perspectiva teórica adotada, a presente
dissertação se baseia nos principais diretrizes de políticas públicas sobre a expansão da
universidade, em conjunto com a discussão teórica sobre o seu desenvolvimento, com foco
nos conceitos de universidade e seu fundo histórico e lutas sociais relacionados a ela. Ele
também apresenta uma reflexão a partir da contribuição teórica de autores ligados à discussão
sobre o desenvolvimento regional, enfatizando a contribuição da universidade para isso. Nós
defendemos que o processo de endogeneização do desenvolvimento, com o surgimento de um
modelo que privilegia os processos de decisão e mobilizar a política regional e local é
subsidiar a expansão universidades, estabelecendo novas agendas de desenvolvimento com a
articulação das instituições de um sistema de inovação que ainda está em uma fase inicial. O
locus do estudo empírico é o Centro de Desenvolvimento Sustentável no Semi-Árido cidade
Sumé - PB, onde foram entrevistados atores de dentro e fora da universidade, incluindo os
líderes comunitários, indivíduos comuns e também líderes políticos, sobre as representações
construídas em relação à recém-chegada universidade, sendo apresentadas as percepções,
expectativas de desenvolvimento imediato e sobre as mudanças notadas e atribuídas à
chegada da universidade. O estudo sugere uma reflexão sobre que tipo de desenvolvimento
está sendo proposto e em que medida ele está se dirigindo para os vários estratos sociais,
mesmo tendo em conta que ainda não é possível estabelecer uma imagem mais clara dos
impactos diretos e indiretos, porque o fenômeno estudado é bastante recente. A partir do
estudo também é possível discutir as condições e os desafios colocados para as cidades
pequenas, para que possam dar respostas às demandas da população, enfatizando a falta de
conexão entre a expansão do sistema de universidades públicas e as cadeias locais e regionais
de inovação, o que pode representar um obstáculo à oportunidade para desencadear um
projeto de desenvolvimento em que a Universidade teria claramente definido o seu papel.
