El presente trabajo presenta una propuesta de mejora para el fortalecimiento de la gestión
de la Oficina de Ética de la Investigación e Integridad Científica (OETIIC) de la PUCP. Para
ello, primero se describirá cómo se ha implementado el tema en las universidades de
investigación de Europa continental y de Estados Unidos a través de los Comités
Institucionales de Ética de la Investigación o Institutional Review Boards (como se les conoce
en mundo anglófono). Luego, se comentará cómo se viene implementando el tema en el
Perú a través de la gestión de los CIEIs y de la acreditación ante el INS y qué dificultades se
generan y qué retos enfrentan. Finalmente, se revisará de manera detallada el desarrollo
de la OETIIC a lo largo de los años de su funcionamiento con la finalidad de identificar
fortalezas y debilidades y, a partir de estas, diseñar una propuesta de mejora que logre
integrar todas las demandas que se vienen presentando en materia de ética de la
investigacion e integridad científica en la PUCP. / This paper presents a proposal for improvement to strengthen the management of the Office
of Research Ethics and Scientific Integrity (OETIIC) of the PUCP. To do this, we will first
describe how the topic has been implemented in research universities in continental Europe
and the United States through Institutional Committees of Research Ethics or Institutional
Review Boards (as they are known in the English-speaking world). Then, we will comment
on how the issue is being implemented in Peru through the management of the CIEIs and
the accreditation before the INS and what difficulties are generated and what challenges they
face. Finally, the development of the OETIIC will be reviewed in detail over the years of its
operation in order to identify strengths and weaknesses and, from these, design a proposal
for improvement that will integrate all the demands that come presenting on the subject of
research ethics and scientific integrity in the PUCP. / Tesis
