Previous issue date: 2011-11-29 / This study provides an overview of the policies of public investment in Brazil and specifically in the airport system of the State of Paraíba, analyze its possible effects on the levels of local development, identify the role of airports in regional development projects in Brazil, as well as raising and present data on the national and state planning and growth of air transport. The perspective was grounded in the debate on the relationship between investments in infrastructure and promoting economic development. It is important to note that currently the national air transport has shown an unprecedented growth and continues to promote links and integrating the various regions of the country, resulting in the internalization process of growth and economic development. The methodology, descriptive, is the central concern of providing greater familiarity with the subject. It combines the analysis of statistics on the growth of the national air transportation in our state and compared the evolution of GDP - Gross Domestic Product, as well as analysis of documents in which public policies are formulated in the area, so it was a series interviews with public managers, travel agents and users of the Airport President John Suassuna, in Campina Grande-PB. Our main goal is to draw a picture of the policies of public investment in national airport system and Paraíba and analyze the possible effects on the levels of development of the state. Among the main findings of our study highlight the following: a) The national airline industry is dynamic and efficient, and presented a significant growth in recent years, and can aspire to higher levels of future growth, these advances, however, showed the bottleneck of transportation national air implementing a series of challenges, not least because the airport infrastructure has not grown at the same pace with demand. b) Public policies for the airport sector in Paraíba have not matched the increase in demand by air in the state of the 14 airfields registered and approved in Paraiba; six are banned because they present risks for air operations. c) The low level of investment in airport infrastructure in our state is a major obstacle to the growth of air transport in the region. d) The key issue for aerodromes Paraíba is the lack of clear vision of their roles, in contrast to the roles of authorities concerned. They are responsible for formulating public policy course, to support interventionist actions in airports and understand them as partof a regional development project. / Esse estudo objetiva traçar um panorama das políticas de investimentos públicos, no Brasil e especificamente no sistema aeroportuário do Estado da Paraíba, analisar seus eventuais efeitos sobre os níveis de desenvolvimento local, identificar o papel dos aeroportos nos projetos brasileiros de desenvolvimento regional, além de levantar e apresentar dados sobre o cenário nacional e estadual do planejamento e crescimento do transporte aéreo. A perspectiva teórica foi fundamentada no debate sobre a relação entre investimentos em infraestrutura e a promoção do desenvolvimento econômico. É importante destacar que atualmente o transporte aéreo nacional vem apresentando, um crescimento sem precedentes, e segue promovendo ligações e integrando as várias regiões do país, resultando no processo de crescimento e interiorização do desenvolvimento econômico. A metodologia utilizada, de natureza descritiva, tem a preocupação central de proporcionar maior familiarização com o tema. Combina a análise de estatísticas relativas ao crescimento do transporte aéreo nacional e em nosso Estado, em comparação a evolução do PIB Produto Interno Bruto, bem como na análise de documentos em que as políticas públicas na área são formuladas, para isso foi realizada uma série de entrevistas com gestores públicos, agentes de viagem e usuários do Aeroporto Presidente João Suassuna, em Campina Grande - PB. Nosso objetivo principal é traçar um panorama das políticas de investimentos públicos no sistema aeroportuário nacional e da Paraíba e analisar a seus eventuais efeitos sobre os níveis de desenvolvimento do estado. Dentre as principais conclusões da nossa pesquisa destacamos as seguintes: a) O setor aéreo nacional é dinâmico e eficiente, e apresentou um crescimento significativo nos últimos anos, e pode almejar níveis superiores de crescimento futuro, esses avanços, entretanto, evidenciou o gargalo do transporte aéreo nacional implementando uma série de desafios, sobretudo porque a infraestrutura aeroportuária não cresceu no mesmo ritmo da demanda. b) As políticas públicas para o setor aeroportuário na Paraíba não têm acompanhado o aumento da demanda pelo modal aéreo no estado, dos 14 aeródromos registrados e homologados em na Paraíba, seis estão interditados por apresentarem riscos para as operações aéreas. c) O baixo nível de investimento em infraestrutura aeroportuária em nosso estado é um grande obstáculo ao crescimento do transporte aéreo na região. d) A questão fundamental para os aeródromos paraibanos é a falta de visão clara dos seus papéis, em contraposição aos papéis das autoridades envolvidas. A elas cabe obviamente formular políticas públicas, para dar suporte às ações intervencionista nos aeroportos e entendê-los como parte integrante de um projeto de desenvolvimento regional
