Previous issue date: 2007-03 / A presente pesquisa estuda o conceito de democracia preponderante nos discursos dos parlamentares da Câmara Legislativa do Distrito Federal. O problema de pesquisa a nos guiar é qual é o conceito de democracia preponderante nos discursos dos parlamentares ? Nossa hipótese é de que o conceito de democracia preponderante é o que foi elaborado por Joseph A. Schumpeter que entende por democracia um método de escolha de representantes. Nosso estudo investigou discursos no período 1991 a 2002. Nós lemos 422 sessões ordinárias, o que nos levou a um total de 49 discursos que discutiam o conceito de democracia. _________________________________________________________________________________ ABSTRACT / The present work studies the concept of democracy in the speeches of Deputies of the Legislative Chamber of the Federal District. The research question guiding our study is what is the concept of democracy predominant in the speeches of the Deputies of the Legislative Chamber of the Federal District? Our hypothesis is that the concept of democracy that was advanced by Joseph A. Schumpeter which sees democracy as a method to choose leaders is that which is most used in the Legislative Chamber of the Federal District. Our review of parliamentary speeches of the Legislative Chamber of the Federal District started in 1991 and finished in 2002, encompassing we studied 422 ordinary sessions, leading us to 49 speeches that actually discussed definitions of democracy.
