O que motivou este estudo foram dois fatos: o primeiro é que no Brasil não existe uma clara compreensão dos benefícios, com estratégia comercial, dos mecanismos de Avaliação da Conformidade e Certificação de Produto. Este fato tem levado a indústria a perder posições estratégicas no mercado nacional e internacional. O segundo é o crescimento no mundo, das Certificações Voluntárias de Terceira Parte, que são setores produtivos organizados com seus clientes e um Organismo de Avaliação da Conformidade - OAC, para garantir maior informação, segurança, e confiança aos consumidores como também inibir a concorrência enganosa.
O método de estudo utilizado relata o aprendizado sobre a evolução da estrutura do sistema da qualidade de uma instituição, um caso prático. Mostra as condições necessárias, que este Organismo de Certificação de Produto - OCP teve ao implantar o Programa de Avaliação da Conformidade, descreve as etapas para implantação do mesmo e as fases que passou desde o credenciamento até o amadurecimento na implantação dos processos de certificação voluntária. O estudo particulariza as principais atividades que um OCP deve realizar no processo de certificação de um produto, essas atividades devem ser estruturadas e definidas num conjunto de documentos. Este forma a base do Sistema da Qualidade do OCP, que vem garantir credibilidade e competência técnica às partes envolvidas com o produto. A credibilidade é o grande produto do OAC.
The present research reports the learning in an implementation of a Program for evaluation of the conformity and certification of products, processes, or services, with emphasis in the voluntary certification.
Two facts motivated this study: the first one is the facts that in Brazil do not have a clear understanding of the benefits, with commercial vision of the mechanisms of Evaluation of the Conformity and Certification of Product. This fact has led the industry to lose strategic positions in the national and international market. The second fact is the growth in the world, of the Voluntary Certifications of Third Party, that is a joint task of productive sectors together with their customers and an Organism of Evaluation of Conformity - OAC, to guarantee more information, safety, and confidence to the consumers and also to inhibit the unfair competition.
The method of study used, reports the learning on the evolution of the structure of the quality system of an institution, a practical case. It shows the necessary conditions, that the Organism of Certification of Product - OCP had when implementing the Program of Evaluation of Conformity. It describes exactly the stages for implementation, and the phases that passed through since the authorization until the maturity in the implantation of the processes of Voluntary Certification. The study distinguishes the main activities that an OCP must carry through in the process of certification of a product; these activities must be structured and defined in a set of documents. This set of documents forms the base of the Quality System of the OCP, which guarantees credibility and technical capability to the parties involved with the product. The credibility is the main product of the OAC.
