nÃo hà / Poverty reduction is closely related to what happens to income inequality and average, and the big question to identify which policies of economic growth are more effective to reverse this situation most quickly, if policies that encourage the growth of average income of the
economy or policies that encourage the reduction of inequality among individuals. This study estimates the income elasticity and inequality for the segment of the Brazilian population in extreme poverty based on PNAD the period 1995 to 2007. The elasticities show that, for
Brazil, policies to combat extreme poverty through the reduction of inequality have a greater impact than the increase in income. Furthermore, based on the effect in the regions of Brazil, it appears that for the North and Northeast elasticity inequality is much more sensitive than
the income elasticity, while in the South, Southeast and Midwest notes the increase in income elasticity and declining inequality elasticity compared with Brazil and the North and Northeast. Still, in the South, Southeast and Midwest have the effect of inequality is higher
than the income effect, the example of the results found for Brazil and the North and Northeast. In addition, other models estimated considering a dummy to capture the effect of the FHC and Lula governments, the result suggests a negative effect on poverty, and this represents the period from 2003 to 2007 poverty fell. In general, the results suggest that the reduction of inequality has a much more significant than the increase in the income section of
the population in extreme poverty. / A reduÃÃo da pobreza està intimamente relacionada com que ocorre com a desigualdade e a renda mÃdia, sendo a grande questÃo identificar quais polÃticas de crescimento econÃmico tÃm mais efetividade para reverter tal situaÃÃo de forma mais acelerada: se polÃticas que estimulem o crescimento da renda mÃdia da economia ou polÃticas que estimulem a reduÃÃo
da desigualdade entre os indivÃduos. Esta pesquisa estima as elasticidades-renda e desigualdade para o segmento da populaÃÃo brasileira em situaÃÃo de extrema indigÃncia,
com base nos da PNAD do perÃodo 1995 a 2007. As elasticidades estimadas evidenciam que, para o Brasil, as polÃticas de combate à extrema indigÃncia atravÃs da reduÃÃo da desigualdade exercem um impacto mais significativo do que o aumento da renda. Por outro lado, tomando por base o efeito sob as regiÃes brasileiras, verifica-se que para regiÃes Norte e Nordeste a elasticidade-desigualdade à bem mais sensÃvel do que a elasticidade-renda, enquanto para as regiÃes Sul, Sudeste e Centro-Oeste verifica-se o aumento da elasticidade-renda e a diminuiÃÃo da elasticidade-desigualdade em comparaÃÃo com o Brasil e com as regiÃes Norte e Nordeste. Mesmo assim, nas regiÃes Sul, Sudeste e Centro-Oeste o efeito desigualdade ainda à superior ao efeito renda, a exemplo dos resultados encontrados para o Brasil e para as regiÃes Norte e Nordeste. Ademais, estimaram outros modelos considerando uma dummy para captar o efeito entre os Governos FHC e Lula, o resultado sugere um efeito
negativo sobre a indigÃncia e, isto representa que o perÃodo de 2003 a 2007 a pobreza caiu. De uma maneira geral, os resultados sugerem que a reduÃÃo da desigualdade tem um impacto muito mais expressivo do que o aumento da renda na camada da populaÃÃo em situaÃÃo de
extrema indigÃncia.
