The diploma thesis "Way too velvet revolution." The analysis of failure in facing the Roma community issue between 1948 and 2012 tries to clarify the causes of failure in facing Romani people issue in the Czech Republic, considering period of the last sixty years and two political regimes - former communism and latter democracy, putting great emphasis on the aspect of bureaucracy. The very first part outlines current problematic issues and the way they are solved by activities of the Czech public administration bodies. The second part focuses on the issue itself and its shape from its beginning in the second half of the 40's, describes crucial approaches of the communistic regime and their success; this is followed by a completely different point of view in the 90's, in the system of democracy. The institutional system analysis in the last part of the thesis discovers the causes of the long-term failure of both political regimes when trying to face the Roma community issue and proves that the causes of the mentioned failures before and after 1989, as far as bureaucratic point of view is concerned, differ less than expected. Using published archival materials and individual studies as well as official up-to-date sources discovers the existence of state interest cyclicality together with inappropriate institutional layout that makes any successful policy implementation impossible, regardless of political regime.
