Argumenta que as ações empreendidas pelo governo Vargas na política externa do país, a partir de 1930, tiveram forte influência da auditoria da dívida externa realizada no período em que Oswaldo Aranha foi ministro da Fazenda (1931-1934). Trata da busca de Aranha, já como embaixador, pela assinatura de acordo de livre-comércio com os Estados Unidos, motivado, segundo fontes, pela força do dólar após término do padrão-ouro, de um lado, e pelo comprometimento oneroso do Brasil com os títulos da dívida em posse de credores americanos, de outro. Defende, ainda, dentro da perspectiva de ascensão dos militares ao processo decisório, não ter havido consenso no governo brasileiro acerca dos motivos para implantação de usina siderúrgica no país. Conquanto alguns oficiais do Exército defendessem a expansão da indústria bélica, Oswaldo Aranha era contrário à proposta por acreditar que tal indústria não traria benefícios econômicos ao país. _________________________________________________________________________________ ABSTRACT / This dissertation attempts to understand the origins of the developmentalist outline of the Brazilian State. It argues that the actions undertook by the Vargas foreign policy, since 1930, were strongly influenced by the audit of foreign obligations accomplished during the period in which Oswaldo Aranha was the finance minister (1931 – 1934). This study considers Aranha’s efforts, now as Brazil’s ambassador, for a free-trade agreement with the United States, were motivated, according to documental sources, on one hand, by the strengthening of the US dollar after the gold pattern, and, on the other hand, by the costly commitment of Brazil with the debt bonds owned by American creditors. It also examines that, from the perspective of the military rise into the decision-making process, there was a lack of consensus in the Brazilian government about the reasons for introducing the steel industry in Brazil. Thus, although some Army officers have defended expansion of a warlike industry, Oswaldo Aranha was opposed to such proposal because he believed that industry would not bring benefits to the country’s economy.
