Previous issue date: 2018-08-03 / O crédito direcionado tem sido relevante na economia brasileira recentemente, totalizando cerca de metade do crédito desde 2015. Suas taxas de juros menores e fixas com o objetivo de incentivar o investimento tem um efeito adverso de redução da eficiência da política monetária. Diversos estudos analisaram o efeito de empréstimos do BNDES no investimento e no produto, e não encontraram evidências conclusivas do efeito dessas políticas no investimento agregado. Este estudo pretende analisar as consequências do crédito direcionado na efetividade da política monetária. Para isso, examinamos a curva IS e o boom recente de crédito direcionado, e verificamos que ele afeta negativamente a relação entre juros e demanda agregada. Também simulamos a resposta do gap do produto aos juros em diferentes cenários de crédito direcionado, e identificamos que uma redução de 17- 22% de desembolsos do BNDES geraria um gap do produto 0,80% menor, o que exigiria uma política monetária menos restritiva. / Earmarked credit has been important in the Brazilian economy lately, summing up roughly half of total credit in 2015. The lower fixed interest rates that aims to boost investment have the adverse effect on the monetary policy, reducing its power. Several studies have analyzed the effects of BNDES loans on investment and output and they have not found conclusive evidences of the effectiveness of these policies on the aggregate investment. This study aims to look at the implications of earmarked credit in the effectiveness of monetary policy. For that, we look into the IS curve and the recent earmarked credit boom and find that it affects negatively the relationship between interest rates and output. We also simulate the output gap response to interest rates under different earmarked credit conditions, and we find that in the case of a reduction of 17-22% of BNDES loans the output gap would have been 0.80% smaller and even monetary policy could have been less restrictive.
