Previous issue date: 2016-12-12 / The objective of this study was to analyze the determinants of basic education in 2013 and to compare the western and South-Center mesoregions of the Paraná state. It was hypothesized that the quality of education is not influenced only by investment in education, but by sundry factors. The literature pointed to some variables, comprising social aspects, income distribution, HDI and investments in education, social assistance and culture. The tests of violation of the assumptions of the classical linear regression model did not present problems, confirming the reliability of the estimators. The results confirmed the influence of education expenditures, the HDI and the Gini Coefficient, refuted social assistance expenditures, and did not make economic sense for culture expenses. The literature and the results show that, for a selected region, there are statistically significant variables, and they deserve attention when seeking the balance of economic-regional disparities and the economic growth. / O objetivo desta pesquisa foi analisar os determinantes da qualidade da educação básica de 2013 e realizar uma comparação entre as mesorregiões Oeste e Centro-Sul do estado do Paraná. Partiu-se da hipótese de que a qualidade da educação não é influenciada apenas pelo investimento em educação, mas por diversos fatores. A literatura apontou algumas variáveis, englobando aspectos sociais, distribuição de renda, IDH e investimentos em educação, assistência social e cultura. Os testes de violação dos pressupostos do MCRL não apresentaram problemas, confirmando a confiabilidade dos estimadores. Os resultados confirmaram a influência das despesas em educação, do IDH e do Índice de Gini, refutaram as despesas em assistência social e não trouxeram sentido econômico para as despesas em cultura. A literatura e os resultados constatam que, para a região estabelecida, há variáveis estatisticamente significativas, e que merecem atenção quando se busca o equilíbrio de disparidades econômico-regionais e o crescimento econômico.
