O SINAES objetiva promover a melhoria da qualidade da educação superior, a orientação da expansão da sua oferta, o aumento permanente da sua eficácia institucional, efetividade acadêmica e social e, especialmente, o aprofundamento dos compromissos e responsabilidades sociais; além de assegurar o processo de avaliação das instituições de educação superior, dos cursos de graduação e do desempenho acadêmico de seus estudantes. Em 2016, o SINAES completa doze anos, e mesmo passando ao longo desse período por muitas transformações, consolidou-se como uma das mais importantes políticas de educação superior do país, sendo a referência para a definição da qualidade desse nível de ensino e, ainda, para a construção de outras políticas, como as de financiamento e expansão da oferta. Segundo os documentos que fundamentam a concepção original dos SINAES, os processos de avaliação deveriam se mover dentro de um marco ético, em que estariam garantidos alguns critérios, como liberdade no debate argumentativo, negociação, solidariedade (cooperação), equidade (tratamento justo e adequado), compromisso com o conhecimento, com os valores socialmente distinguidos e com a responsabilidade pública. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: The Law 10.861 of April 14, 2004, created the National System of Higher Education Assessment (SINAES), inserted in a new evaluation policy, resulting in higher evaluation system in Latin America. The objective SINAES encourage improvements in the quality of higher education, the orientation of the expansion of its offer, the permanent increase in its institutional effectiveness, academic and social effectiveness and especially the strengthening of the commitments and social responsibilities, and ensure the process evaluation of higher education institutions, undergraduate and academic performance of their students. In 2016, the SINAES complete twelve years, even passing over this period through many transformations, has established itself as one of the most important higher education policy of the country, being the reference for defining the quality of that education level and also for the construction of other policies, such as financing and expansion of supply. According to the documents underlying the original design of SINAES, assessment processes should move within an ethical framework, which would be guaranteed some criteria, such as: freedom in the argumentative debate, negotiation, solidarity (cooperation), fairness (fair and appropriate), commitment to knowledge, with the socially distinguished values and public accountability. However, between the original proposal and the law approved by the government, there is a huge gap, especially with regard to ethical principles in the evaluation procedures. This research aims to investigate evidence to support the thesis that the resumption of ethical framework, set out in the original proposal, it is necessary to fulfill the purposes of own SINAES Law.
