Linstitutionnalisation du paysage comme enjeu du développement territorial appelle de nouvelles pistes daction et de recherche. Partant de lhypothèse que la démarche de projet de paysage peut répondre favorablement aux nouveaux enjeux en la matière, la recherche constitue une analyse des processus de construction de projets locaux de paysage menés récemment en Wallonie (Belgique).
Lobjectif de la recherche est danalyser comment se construit laction locale en matière de gestion des paysages, en élaborant un cadre de caractérisation et dinterprétation apte à rendre compte des processus observés.
Le parti de la recherche est dinterroger laction paysagère « en train de se faire », dans sa mise en uvre concrète. À travers une approche inductive, holistique, transdisciplinaire et qualitative, elle se base sur lanalyse de neuf cas détude (Parcs naturels, Groupes daction locale, Contrats de rivière) disponibles en Wallonie. Elle mobilise, comme modes dinvestigation, lanalyse documentaire, lenquête par entretien dacteurs (chargés de mission) et lobservation participante au cur de laction.
Quatre dimensions sont ainsi explorées, chacune amenant la chercheure à définir des critères de caractérisation et des catégories spécifiques : les contextes institutionnels démergence et délaboration des projets (acteurs impliqués et instruments daction publique mobilisés), les actions menées au nom du paysage et les représentations sous-jacentes à laction.
Ce faisant, la recherche relativise les contributions et montre les limites de la démarche de projet quant à la prise en charge des nouveaux défis en matière de paysage. En guise de conclusion, elle recadre les apports de la problématique paysagère au développement territorial et esquisse des perspectives daction et de recherche encore à assumer pour que la question paysagère soit progressivement prise en charge
Summary
The European Landscape Convention acknowledges landscape as a key element of territorial development, management and planning. At the same time there has been a rising public concern about landscape evolution and a strong social demand for high quality landscape.
In scientific and institutional spheres, as well as within civil society, this has resulted in a growing interest for the everyday landscape and an enlargement of landscape concerns to larger spaces. Consequently a diversification of actors, with an interest in the definition and implementation of the landscape policies, has taken place.
These evolutions in landscape concerns require land management and planning, thus permitting new action and research perspectives.
Considering that landscape projects can favourably respond to these evolutions, this research, conducted with the support of the Standing Conference on Territorial Development of the Walloon Region, investigates the processes of landscape project design on a local scale in Wallonia (Belgium).
The aim of the research is to analyze how action is being carried out in the context of landscape use. In order to do so, it develops a framework for characterizing and interpreting these observed processes.
The specificity of the research is to examine the practical implementation of on-going landscape action. Based on the empirical analysis of nine case studies, taking place in Wallonia (Nature Parks, Local Action Groups, River Contracts), the research takes the form of an inductive, holistic, transdisciplinary and qualitative approach. The methods of investigation are a literature review, a stakeholder interview (project coordinator) and participant observation.
The research emphasizes four dimensions of the landscape projects: rising and conception conditions (through actors and instruments of public action analysis), implemented actions and underlying social representations. Each enables the researcher to define characterization criteria and specific categories.
In doing so, the research relates project contributions and limits assuming new landscape management challenges. In conclusion, it reframes the contribution of the landscape issue to regional development and outlines prospects for further action and research.
