Domestic arts environment, from the Republic of China 76 years to complete the construction of the National Chiang Kai Shek Cultural Center, since the country have no longer the same size, function and level of performances of world-class facilities, which also led to the implementation of two kinds of negative cultural dilemma: First, the Art cultural groups can not get enough professional performance space; Second, the imbalance caused by north-south culture, have been seriously affecting millions of people south of performing arts activities and participation. Therefore, how the government, enterprise and civil society promote the arts and culture strategy with what their role after Weiwuying Center for the arts facilities comparable to world-class hardware settings that not only in Kaohsiung, southern Taiwan, and even the whole of Taiwan arts industry through the Weiwuying Center for the arts of the set. There are more profound in the vertical solid foundation, also more in the horizontal long-term development. In the other hand, tend to Taiwan's cultural policy has been set up hardware facilities, and the improvement of the software is far behind. Thus, how the strategies effective develop this subject could not be ignored. These two main axes are the most goals that author have explored.
In this dissertation, through literature analysis, field research, as well as questionnaires and other information, documents and relevant information collected at domestic and abroad literatures to explore international arts and cultural center in the ownership of hardware facilities, government, enterprise and civil society to play their roles and promote cultural events, arts groups and to get the proper attention and treatment. In the other hand the use of related measures and strategies to effectively promote the long-term development of the arts industry.
It have found that arts activities to promote the whole community which must work together to obtain various results, if all links (government, business and civil) are not effectively connected, sui generis, it is like a tree's roots, stems, and leave chips that the tree did not possible to survive. Therefore, repeated emphasis of this article, when the world-class performing arts center have been well-constructed, the lack of a combination of the three co-promotion of thinking, a common marketing strategy, this way arts and cultural activities to ensure sustainable maintenance energy to grow. But it is necessary to emphasis that evaluates the arts and cultural policy with some difficulty, but we can clearly know the difficult point, strategy setting and execution really be able to close Taiwan's current difficulties encountered, and elaborate a synergistic benefit. The study results could provide reference materials for arts activities relevant administrative agencies, concerned about the cultural activities of various sectors and government agencies in Taiwan.
