Previous issue date: 2017-02-20 / A história do Brasil mostra um antagonismo entre a atuação da força policial e a defesa dos direitos humanos, especialmente no período do Estado de exceção. No entanto, com a instalação do Estado Democrático de Direito, através de Constituição de 1988, ficou evidenciado que não se pode conceber uma segurança pública dissociada dos princípios dos Direitos Humanos. Deste modo, o aparelho policial normativamente não estava mais voltado para a defesa do Estado e sim para a proteção do cidadão. Nesse contexto, diversos paradigmas foram quebrados nas instituições policiais brasileiras. No entanto, a mudança efetiva ocorrida nessas instituições começou através da inserção da disciplina de direitos humanos nos cursos de formação, sob a percepção de que para a mudança efetiva se faz necessário um processo educativo. Mas não bastava simplesmente inserir o conteúdo em uma matéria específica de Direitos Humanos, foi necessário também gerar uma abordagem de forma transversal e interdisciplinar, bem como, proporcionar vivências dos direitos humanos a esses profissionais durante sua formação. O que se observou é que nesse processo de mudança ainda existe uma certa diferença entre o que é apresentado no currículo dos cursos de formação e a prática de alguns policiais na sua atividade de policiamento e na resolução de conflitos. A presente pesquisa é evidenciada por uma análise de como se deu a Educação em Direitos Humanos dos Soldados da Polícia Militar de Pernambuco em 2015, observando o processo de formação e os seus reflexos na sua prática. / The history of Brazil shows an antagonism between the performance of the police force and the defense of human rights, especially in the period of the State of exception. However, with the establishment of the Democratic State of Law, through the Constitution of 1988, it became evident that a public security can not be conceived without the principles of Human Rights. In this way, the police apparatus was normatively no longer focused on the defense of the State but on the protection of the citizen. In this context, several paradigms have been broken in the Brazilian police institutions. However, the effective change that took place in these institutions began through the insertion of the discipline of human rights in the training courses, under the perception that for effective change an educational process is necessary. But it was not enough simply to insert the content into a specific Human Rights issue, it was also necessary to generate a transversal and interdisciplinary approach, as well as to provide human rights experiences to these professionals during their formation. What has been observed is that in this process of change there is still a certain difference between what is presented in the curriculum of training courses and the practice of some police officers in their policing and conflict resolution. The present research is evidenced by an analysis of how the Human Rights Education of the Soldiers of the Military Police of Pernambuco took place in 2015, observing the formation process and its reflexes in its practice.
