Previous issue date: 2015-04-30 / Tal leitura busca problematizar o lugar simbólico da Família na Política de Assistência Social, uma vez que se propõe a discutir o conceito de Matricialidade Sociofamiliar, um dos eixos estruturantes do SUAS. Discutimos de que forma a noção de matricialidade sociofamiliar coloca em xeque o conceito de família e como, de certa forma, (re)constrói essa categoria no âmbito das políticas públicas de assistência social? Para trabalhar essa questão a pesquisa esta organizada numa analise de conjuntura, investigando o campo de disputas onde se gesta a constituição da Assistência Social como Política Pública. Então refletiremos sobre a efetivação da Política Nacional de Assistência Social com o surgimento e implantação do Sistema Único de Assistência Social, enfatizando uma mudança de paradigmas no trato da Política de Assistência Social como compromisso de Estado, com leis e regras a serem observadas. E problematizamos colocação da família no centro das ações da Política de Assistência Social, explorando a diferença da relação entre Assistência enquanto ajuda pública e/ou direito de cidadania. A assistência social como política pública integra um sistema mais amplo de proteção social, e não está imune à estrutural subordinação do social às relações econômicas e políticas que priorizam a rentabilidade do capital. Entretanto, o seu deslocamento do caráter de ajuda pública para efetivação no campo dos direitos, da focalização para a universalização dos acessos e da responsabilidade estatal, supõe lutas coletivas e pactos consistentes na direção da priorização do social em detrimento do econômico. / This reading try to problematize the symbolic place of family in the Social Assistance Policy, by discussing the concept of Social-familiar Matriciality (Matricialidade Sociofamiliar), one of the fundamental bases of the SUAS. In this sense, we discuss how the notion of Social-familiar Matriciality puts into question the concept of family and how it (re)constructs this category in the field of the welfare public policies. To work with these questions, our research is organized in a conjectural analysis, investigating the dialectic of the construction of Public Policies in Brazil. In addition, we reflect the effectuation of the Public Social Assistance Policy in comparison to the implantation of the Unique System of Social Assistance, highlighting a change of paradigms in the form how the State operationalizes the welfare public policies. In conclusion, we analyze the category of family in the center of the public policies, understanding the difference between assistance as a public help or as citizenship right. The social assistance as a public policy integrates a bigger system of social protection and it is not immune to the structural subordination of the social to the economic and the political demands. However, the displacement of the idea of the welfare as a public help to the sense of a social right and the focalization of the guarantee of this right as a governmental duty are related to collective riots and important agreements which prioritize social issue instead the economical one.
