225455.pdf: 1182424 bytes, checksum: a076aa21fd8f0307f53a7a89eb66f77c (MD5) / Este trabalho procura contribuir para o debate sobre a atual condição de poder sustentado pelo Estado norte-americano, através da exposição e do confronto das teses do declínio dos Estados Unidos como potência hegemônica de Immanuel Wallerstein, da crise da hegemonia mundial norte-americana de Giovanni Arrighi e o Grupo de Pesquisa sobre Hegemonias Comparadas (GPSHC), e do novo império americano de José Luís Fiori.
Nesta exposição recorremos ao arcabouço teórico e a evolução histórica do poderio norte-americano no sistema mundial, a contar de aproximadamente 1870 a atualidade, tal como concebidos por estes autores. No confronto teórico contrastamos alguns elementos analíticos e conceituais atribuídos pela EPSM (nas perspectivas de Wallerstein e Arrighi) com os da NEPSM, atendo-se mais para suas divergências do que semelhanças. Ainda nesta etapa incluímos particularmente a crítica de Fiori a formulação analítica que sustenta a tese do declínio da hegemonia mundial dos Estados Unidos de Arrighi e o GPSHC, bem como nossa avaliação desta leitura crítica. E incluímos também a proposta teórica da NEPSM para análise da acumulação de poder por parte dos estados-impérios e sua aplicação para o caso dos Estados Unidos durante o período da Guerra Fria. No confronto histórico contrastamos argumentos e dados destes e de outros autores sobre a condição de poder militar, político-ideológico e econômico sustentado pelo Estado norte-americano, particularmente para as década de noventa e início do novo milênio.
This work looks for to contribute for the debate on the current power condition supported by the North American State, through the exposition and confront of the theses of the decline of the United States as hegemonic power of Immanuel Wallerstein; of the crisis of the North American world-wide hegemony of Giovanni Arrighi and the Group of Research on Comparative Hegemonies (GPSHC); and of the new American empire of Jose Luis Fiori.
In this exposition we appeal to an old theoretician and the evolution historical of the North American power in the world-wide system, to count of approximately 1870 to the present time, such as conceived for these authors. In theoretical confront we contrast some analytical and conceptual elements attributed for the EPSM (in the perspectives of Wallerstein and Arrighi) with the ones of NEPSM, taking care of myself more for its divergences than that similarities. Still in this stage we include particularly critical of Fiori the analytical formularization that it supports the thesis of the decline of the world hegemony of the United States of Arrighi and GPSHC, as well as our evaluation of this critical reading. And we also include proposal theoretical of the NEPSM (that it is presented as alternative theoretician to the proposal of the EPSM) for analysis of the accumulation of power on the part of state-empires and its application for the case of the United States during the period of the Cold War. In the historical confront we contrast arguments and data of these and others authors on the condition of military power, politician-ideological and economic supported by the North American State, particularly for the decade of ninety and beginning of the new millennium.
