2012_SoniaCristinaHamid.pdf: 2809511 bytes, checksum: 1e4fc91924cbac1a99ec7535f672350b (MD5) / Esta tese tem como objeto os processos do reassentamento de um grupo de pouco mais de 100 refugiados palestinos pelo Estado brasileiro a partir do “Programa de Reassentamento Solidário”. Trata-se de um grupo que, em sua maioria, vivia no Iraque, mas que, com a queda de Saddam Hussein devido à intervenção norte-americana, em 2003, e a instauração de conflitos diversos em toda a região, fugiu para a Jordânia, sendo instalados durante quase cinco anos no inóspito campo de refugiados Ruweished. Longe de focar apenas os refugiados palestinos, esta tese analisa os processos e relações mediante os quais o reassentamento foi
negociado – desde o campo de refugiados Ruweished até seis meses após a finalização do programa de reassentamento no Brasil – por atores diversos (Estado brasileiro, Alto Comissariado das Nações Unidas para Refugiados, entidades confessionais, organizações e
“comunidades” palestinas e libanesas, sociedade civil e os próprios refugiados); assim como as representações que os perpassaram. Através destas análises, esta tese busca apontar tanto as diferentes práticas de governo e produção destes palestinos, no âmbito internacional, nacional
e local, como sua agência diante dos regimes de poder em que foram conformados. Considerando que uma idéia central do reassentamento era o alcance da integração à sociedade brasileira, buscou-se focar as tecnologias de produção de “sujeitos integrados” e as formas como os refugiados se apropriaram, criticaram e subverteram o que lhes foi proposto. ______________________________________________________________________________ ABSTRACT / This thesis explores the resettlement process of a group of just over 100 Palestinian refugees in Brazil via the “Solidarity Resettlement Program”. The majority of the members of this group lived in Iraq until Saddam Hussein’s regime fell, as a result of the United State’s
military intervention in 2003. The destabilization of the region, because of the conflicts that ensued after the invasion, lead this group to flee to Jordan, where they were instead placed for nearly five years in the inhospitable and hastily-installed Ruweished refugee camp. Far from
only focusing on the Palestinian refugees, this thesis analyzes the processes and the mediating transactions and relations, between various actors (the Brazilian state, United Nations High Commissioner for Refugees-UNHCR, faith-based entities, Palestinian and Lebanese
communities and organizations, civil society, and the refugees themselves), through which the resettlement was negotiated. It encompasses and spans the time from Ruweished camp until six months after the resettlement program concluded in Brazil and the representations that pervaded and permeated these processes. Through these analyses, this thesis seeks to both
identify the different governmental practices and production of these Palestinians in local, national, and international contexts, as well as their agency within the regimes of power by
which they were shaped. Whereas a central idea of this resettlement was the reach and scope of integration into Brazilian society, we aimed to focus on the technologies of production of “integrated subjects” and the ways in which the refugees appropriated, criticized, and subverted these proposed processes and ideas. ______________________________________________________________________________ RÉSUMÉ / La présente thèse a pour objet les processus d’implantation d’un groupe d’un peu plus de 100 réfugiés palestiniens par l’État brésilien, par le biais du « Programa de Reassentamento Solidário» (Programme D’implantation Solidaire). Il s’agit d’un groupe qui vivait majoritairement en Irak et qui a dû fuir de ce pays vers la Jordanie suite à la chute de Saddam
Hussein, en raison de l’intervention militaire des Etats-Unis d’Amérique, en 2003, et au déclenchement de nombreux conflits dans toute la région. Une fois en Jordanie, ces individus furent installés pendant cinq ans dans l’inhabitable camp de réfugiés de Ruweished. Loin de
s’intéresser uniquement aux réfugiés palestiniens, cette thèse analyse les processus et les relations à travers lesquels l’implantation fut négociée - du camp de réfugiés de Ruweished au
six mois après la conclusion du programme d’implantation au Brésil - par une multiplicité d’acteurs (l’État brésilien, le Haut Commissariat des Nations Unies pour les Réfugiés, des
entités confessionnelles, des organisations et des « communautés » palestiniennes et libanaises, la société civile et les réfugiés eux-mêmes), tout comme les représentations postérieures à ces processus. Par le biais de ces analyses, la présente thèse cherche à signaler
les différentes pratiques du gouvernement et la production de ces Palestiniens, au niveau international, national et local, tout comme leur capacite d’action face aux régimes de pouvoir dans lesquels ils se sont retrouvés. Dans la mesure où la principale notion mobilisée pour
penser le processus d'implantation est celle d’intégration à la société brésilienne, cette recherche s'attache à mettre en avant les technologies de production de « sujets intégrés » et
les formes dont les réfugiés ont critiqué, subverti et se sont approprié ce qui leur a été proposé.
