Plan och praxis: Skyddsrummets plats i moderna städer

This study examines the function and distribution of shelters in urban environments, with a particular focus on their role in the security infrastructure of modern cities against the background of increased geopolitical tensions and natural disasters. The study examines the regulations governing the establishment and maintenance of shelters at various levels in society. Through a combination of quantitative and qualitative methodology, data from the Swedish Agency for Community Safety and Preparedness (MSB) and various municipal sources are analyzed to map the current status and geographic distribution of shelters in Umeå, one of Sweden's "shelter centers''. The results highlight an uneven distribution of shelter spaces and a potential insufficient capacity in some parts of the city, raising questions about urban planning, community safety and social justice in the creation of safe public spaces. The study contributes insights into how policy and planning can be improved to increase urban resilience in light of both present and future threats.
