Orientação: Prof. Dr. Klaus Frey / Dissertação (mestrado) - Universidade Federal do ABC, Programa de Pós-Graduação em Planejamento e Gestão do Território, 2016. / A presente dissertação teve como objeto o Conselho das Cidades, buscando estabelecer uma melhor compreensão do papel desempenhado por esta instituição nos últimos 12 anos. Tenta-se compreender as articulações no interior deste órgão, sua dinâmica interna e seu grau de representatividade.
Para tanto, resgata-se o debate teórico em torno da democracia participativa, indicando suas relações com a representação, bem como propostas de categorização destes processos, na experiência nacional e internacional. Além disso, retoma-se a discussão relativa aos movimentos sociais, também com o objetivo de, entendendo sua atuação na esfera institucional, compreender os elementos possíveis para sua avaliação.
Através da reconstrução do histórico do Conselho, da leitura e análise das resoluções que emitiu e de entrevistas com seus participantes e ex-integrantes, busca-se entender seu método de funcionamento e o tipo e qualidade de decisões que foi capaz de gerar. De outro lado, também se tenta compreender qual a sua importância na luta dos movimentos sociais e por quais razões estes dele decidiram participar. Por fim, indica-se os limites desta participação. / The subject of this thesis is the Cities Council of the Brazilian federal government, seeking to stablish a better comprehension of the role played by this institution in the last 12 years. We try to understand the alliances inside this body, its internal dynamics and the degree of representativeness.
To do so, there is a recovery of the theoretical debate upon participatory democracy, indicating its relations with the representative model, as well as categorization proposals of these processes, based on international and national experiences. Furthermore, we resume the discussion on social movements, also with the aim of, understanding their action on institutional sphere, perceiving possible elements for its evaluation
Through the reconstruction of the Council's history, the reading of its resolutions and the interviews of participants and former members, we try to understand its operating method and the types and quality of decisions it was able to create. On the other hand, we also try to comprehend its importance for the struggles of the social movements and the reasons why they took part in the Council activities. In the end, we denote its limits.
