Orientador: Fernanda de Oliveira Sarreta / Banca: Andréia Aparecida Reis de Carvalho Liporoni / Banca: Valéria Beghelli Ferreira / Resumo: A pesquisa tem como objeto a saúde mental, a luta antimanicomial e a reforma psiquiátrica, que resultou na construção da política nacional de saúde mental em 2001, tendo como grande avanço a indicação dos serviços substitutivos. O tratamento em saúde mental, historicamente, esteve associado ao isolamento e às formas de tratamento desumanas, onde a loucura sempre foi considerada como um risco à convivência em sociedade. Entretanto, no sistema capitalista a relação da loucura está estreitamente ligada à noção de produtividade uma vez que não atende os padrões impostos pela ordem social de normalidade. A luta antimanicomial e o projeto da reforma psiquiátrica denunciam este modelo de tratamento e propõe uma perspectiva de defesa da saúde mental em sua concepção ampliada e como direito humano. O estudo parte do pressuposto que o Serviço Social é uma profissão comprometida com a luta antimanicomial e a reforma psiquiátrica, e deve reconhecer a pessoa em sofrimento mental como um sujeito de direitos, conforme estabelece a Constituição Federal e o Sistema Único de Saúde, com tratamento humanizado e de qualidade que assegure sua liberdade. A pesquisa tem como objetivo geral analisar a Política Nacional de Saúde Mental e o protagonismo dos sujeitos nas Conferências Nacionais de Saúde e de Saúde Mental, a partir da Lei da Reforma Psiquiátrica n. 10.216/2001. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: The research aims at mental health, anti-asylum and psychiatric reform, whichresulted in the construction of the national mental health policy in 2001, with a majorbreakthrough in the indication of substitutive services. Treatment in mental healthhas historically been associated with isolation and inhuman treatment, wheremadness has always been considered as a risk to coexistence in society. However,in the capitalist system the relation of madness is closely linked to the notion ofproductivity since it does not meet the standards imposed by the social order ofnormality. The anti-asylum fight and the psychiatric reform project denounce thismodel of treatment and propose a perspective of mental health defense in itsexpanded conception and as a human right. The study assumes that the Social Workis a profession committed to the fight against anti-asylum and psychiatric reform, andmust recognize the person in mental suffering as a subject of rights, as established inthe Federal Constitution and the Unified Health System, with treatment humanizedand quality that ensures their freedom.
