Previous issue date: 2017-07-31 / Esta pesquisa tem por objetivo realizar a análise do Programa de Preceptoria na Área da Saúde na Universidade Federal de Viçosa, com foco nas questões administrativas e jurídicas envolvidas na contratação de profissionais técnico- administrativos para realizar a função de Preceptoria nos cursos de Medicina e Enfermagem da Instituição. Para o arcabouço teórico, em um primeiro momento, foi realizado o levantamento histórico da criação dos referidos cursos na Instituição, seguido pela avaliação da proposta pedagógica utilizada na implantação dos mesmos, que associa o ensino ao serviço. Em seguida, foi realizada a caracterização da figura do Preceptor e a análise da Resolução que criou o Programa de Preceptoria na UFV. O referencial teórico foi complementado pelo levantamento das questões administrativas advindas da introdução de médicos e enfermeiros vinculados à instituição para realizarem o ensino de disciplinas no campo da prática, como preceptores. A pesquisa tem um caráter exploratório, e se baseou em pesquisa bibliográfica e análise documental para levantamento de seus dados. Na análise do Programa de Preceptoria na UFV, foram verificadas limitações relacionadas à possibilidade de configuração de desvio de função e ato de improbidade administrativa em relação a alteração de atribuições de técnicos de nível superior em Editais de Concursos Públicos. Após a discussão das questões levantadas, foram realizadas sugestões para solução dos problemas encontrados. / This research aims to analyze the Preceptory Program in the Health Area at the Federal University of Viçosa, focusing on the administrative and legal issues involved in the hiring of technical-administrative professionals to perform the Preceptory function in the Medicine and Nursing courses of the Institution. For the theoretical framework, it was carried out the collection of official documents and bibliography on modifications of the attributions of technical-administrative posts by the Public Administration and its conflicts with legally defined delimitations. In the study of the conjuncture of creation of the courses of Medicine and Nursing in the Institution and its Preceptory Program, limitations related to the possibility of configuring an illegal diversion of function and an act of administrative improbity were verified. These limitations are related to the alteration of the assignments of technicians of higher level in public bidding documents, in addition to inconsistencies in articles of the Preceptory Program. In order to broaden the understanding of the research topic, the analysis of the pedagogical proposal used in the implementation of the mentioned undergraduate courses based on the National Curricular Guidelines and the characterization of the Preceptor figure was carried out. The research has an exploratory character and was based on the bibliographical research and the documentary analysis to survey its data. After the discussion of the issues raised, suggestions were made to solve the problems encountered.
