Previous issue date: 2009 / Capes / Em 1912, o bombardeio de Salvador por seus próprios fortes de defesa assinalou a ascensão de um
novo “chefe” na política baiana: o ex-deputado e ex-ministro José Joaquim Seabra. Amparado pelo
governo federal, Seabra foi o primeiro político a estabelecer um domínio duradouro na Bahia
republicana, desestabilizando a relação consagrada entre Rui Barbosa e os governadores
precedentes. Durante 12 anos, a Águia de Haia teve que se confrontar com a sagacidade de Seabra,
que se revelou uma verdadeira raposa política. Apesar de suas diferenças, Rui e Seabra tinham
muitas características em comum. Ambos encarnavam o desejo de resgatar a grandeza histórica da
Bahia e de colocar a terra natal nos trilhos do progresso e da civilização. A dissertação enfoca
diversos aspectos do embate entre Rui Barbosa e J. J. Seabra, como uma chave para compreensão da
dinâmica política da Bahia na Primeira República.In 1912, Salvador was surprisingly attacked by the cannons kept in its own forts. This shocking event
marked the rise of a new “boss” in Bahia’s political scene: the former deputy and former minister
José Joaquim Seabra. Supported by the federal government, Seabra became the first politician to
establish a lasting rule over Bahia, since the beginning of the republican period, destabilizing the
relationship established between Rui Barbosa and previous governors. For 12 years, the Eagle of The
Hague, as Rui Barbosa was known, had to confront with the sagacity of Seabra, who has proved to be
clever as a fox. Despite their differences, Rui and Seabra had many features in common. Both
embodied the desire to rescue the historic grandeur of Bahia and to place their homeland in the path
of progress and civilization. The dissertation focuses on several aspects of the clash between Rui
Barbosa and J. J. Seabra, as a key to understanding the political dynamics of Bahia in the First
