Diskussionen kring den bostadsbrist som finns i de flesta av Sveriges kommuner har allt mer kommit att rikta in sig mot vilka som faktiskt drabbas av den. Trots ett kraftigt ökat bostadsbyggande under de senaste åren kvarstår problemen med att lösa bostadsförsörjningen för ekonomiskt svagare grupper i samhället, då mycket av det som byggts varit snarlikt och dyrt. Detta har lett till att allt fler kommuner testar nya sätt för att bredda bostadsutbudet. Denna uppsats syftar till att undersöka hur en kommun, Stockholms stad, arbetat med markanvisningar för att främja prisrimliga bostäder i samverkan med fastighetsutvecklare. Studien utgörs av en fallstudie, där sex stycken projekt i Stockholms stad undersöks genom intervjuer och dokumentstudier. Dessa projekt visar på att det går att främja prisrimlighet genom olika markanvisningsmetoder, men att kommunen tar en mer aktiv roll i att styra mot minskade boendekostnader genom jämförelseförfaranden, där det är kommunen som uppger vilka parametrar som anses viktiga i en utveckling. Vidare identifierar studien en rad faktorer som tycks driva de medverkande aktörerna att arbeta med prisrimlighet, så som politisk vilja, konkurrens om byggbar mark och ekonomiska styrmedel på den nationella skalan. / The discussion surrounding the housing shortage in Sweden has shifted from focusing on merely the quantity of housing units needed, towards what type of housing that is lacking and the people actually suffering from the housing shortage. Despite a massive growth in housing output during the last couple of years, problems remain for solving the housing needs of people with low incomes. The majority of new housing units built has been similar in price and directed towards higher earners. This has led to many municipalities trying new ways of making new-builds more accessible. This essay aims to understand how one municipality, Stockholms stad, uses municipal land and land allocations in order to promote affordable housing. The case study uses document studies and interviews in order to gain knowledge about six projects where affordability has been promoted through different land allocation methods. The study concludes that affordability can be promoted by using different land allocation methods, however the municipality takes a more active role in steering towards affordability through concept competitions. The study furthermore identifies a number of factors that have bearing on how different actors work towards affordability in housing, such as political will, competition over buildable land and economic instruments on the national level.
