Por serem os níveis crescentes de desemprego, uma característica da estrutura político-econômica deste novo modelo de acumulação de capital, é praticamente certa a impossibilidade do resgate, pelo mercado de trabalho, de um grande contingente de homens e mulheres que hoje amplia e modifica o perfil do atual exército de reserva. Isto ocorre principalmente quando propostas como a do PLANFOR (Plano Nacional de Formação Profissional) se efetuam sem uma base de articulação entre as políticas públicas, favorecendo a garantia bons salários, vínculos empregatícios consistentes e uma melhor qualidade do nível de vida à força de trabalho.A questão da qualificação profissional e seu controle social hoje, no município de Campos dos Goytacazes, a partir da Comissão Municipal de Emprego e reflexões sobre as metamorfoses do mundo do trabalho e da dimensão ética das políticas públicas de geração de renda e emprego, financiadas com verbas do FAT, é o que objetivamos abordar nesta pesquisa.O objeto de nosso estudo de caso, a Comissão Municipal de Emprego, tem suas ações voltadas para um processo de ampliação dos níveis de ocupação remunerada nos municípios, com olhar focalizado em determinados segmentos sociais, denominados excluídos. No estudo realizado (sem o compromisso de um grande aprofundamento) identificamos algumas questões que procuramos apresentar e analisar. Algumas delas foram: ausência de diagnósticos locais no tratamento da aplicação de uma possível política de geração de emprego e renda, com falta; falta de articulação entre as políticas públicas; dependência das ações da instituição aos interesses do poder público ao poder público e falta de estrutura material e física para realização do trabalho da mesma. Concluímos que a participação da sociedade civil organizada na definição de prioridades e no acompanhamento da execução de programas envolve na prática inúmeros problemas, que vão desde as questões relativas à cultura política de cada localidade, até a falta de recursos que garantam o mínimo de condições a esta participação. Estas questões devem ser identificadas e trabalhadas em nome de um uso mais ético dos instrumentos políticos de participação / Being the increasing levels of characteristic unemployment of the politician-economic structure of this new model of accumulation of capital, the impossibility of the rescue for the market of work of a great contingent of men and women is practically certain that today extends and modifies the profile of the current army of reserve, mainly when proposals as of the PLANFOR (National Plan of Professional Formation) if effects without a base of joint between the public politics, objectifying to guarantee good wages, consistent employment bonds, and a qualitative level of life to the work force. The question of the professional qualification and its social control today, in the city, inserted in the studies of the metamorphosis of the world of the work and in the ethical dimension of the public politics of generation of financed income and job with the public money happened of the FAT, are what we objectify to approach in this research. In this called instance Municipal Commission of Job, that has its action directed toward a magnifying process of the occupation levels, with looking at focused in definitive excluded social segments, identifies some questions that we look for to present with bigger detailing and analysis. Some of them had been: the identification of the local diagnoses absence in the treatment of the application of the related politics; the lack of joint between the public politics; the dependence of the actions of the institution to the interests of the public power to the public power to the public power and lack of material and physical structure for the work of its members. We conclude that the participation of the organized civil society in the definition of priorities and in the accompaniment of the execution of programs, it involves in practical the innumerable countless problems which go from the relative questions to the political culture of each town, until the lack of resources that guarantee the minimum of conditions to this participation. Questions these that must be identified and be worked on behalf of the democratic exercise.
