La presente investigación tuvo el propósito de estimar y analizar para la ciudad de
Puno el Índice de Progreso Social (IPS), el cual se encuentra conformado por diversos
indicadores orientados a medir el bienestar y progreso social. Además, cabe señalar que el
IPS está integrado por las tres dimensiones siguientes: (a) Necesidades Humanas Básicas, (b)
Fundamentos de Bienestar, y (c) Oportunidades, las cuales abarcan diversos componentes e
indicadores que sirven para obtener una mejor comprensión de aspectos tanto sociales como
ambientales alcanzados en un determinado lugar.
De igual forma, es preciso indicar que la investigación tomó un enfoque cuantitativo,
alcance descriptivo y un tipo no experimental. Asimismo, la localidad analizada fue dividida
en tres zonas por su similitud geográfica, determinándose que el IPS general fue de 57.95, lo
cual le otorgó un nivel medio bajo, mientras que el IPS por zonas encontró los tres resultados
siguientes: (a) la zona norte obtuvo 56.31, equivalente a un nivel medio bajo; (b) la zona
central logró 58.10, correspondiente a un nivel medio bajo; y (c) la zona sur obtuvo 58.14,
equivalente a un nivel medio bajo. Igualmente, los resultados por dimensiones establecieron
los tres aspectos siguientes: (a) que el componente Necesidades Humanas Básicas fue de
65.49, clasificándose en nivel medio alto; (b) que el componente Fundamentos de Bienestar
fue de 54.05, ubicándose en nivel bajo; y (c) que el componente Oportunidades fue de 54.31,
clasificándose en nivel bajo.
Finalmente, vale indicar que los resultados permitirán que los entes gubernamentales
midan el avance conseguido y prioricen las situaciones a mejorar, lo cual deberá reflejarse en
los planes de desarrollo municipal a elaborarse en el futuro, lográndose redireccionar de este
modo los recursos y políticas para que los pobladores de la ciudad puedan gozar de una mejor
calidad de vida. / The purpose of this research was to estimate and analyze for the city of Puno the
Social Progress Index (IPS), which is made up of various indicators aimed at measuring
welfare and social progress. Furthermore, it should be noted that the IPS is made up of the
following three dimensions: (a) Basic Human Needs, (b) Fundamentals of Well-being, and
(c) Opportunities, which encompass various components and indicators that serve to obtain a
better understanding of both social and environmental aspects achieved in a certain place.
Similarly, it should be noted that the research took a quantitative approach,
descriptive scope and a non-experimental type. Likewise, the analyzed locality was divided
into three zones due to its geographical similarity, determining that the general IPS was
57.95, which gave it a low average level, while the IPS by zones found the following three
results: (a) the zone North obtained 56.31, equivalent to a lower average level; (b) the central
zone achieved 58.10, corresponding to a medium low level; and (c) the southern zone
obtained 58.14, equivalent to a lower average level. Likewise, the results by dimensions
established the following three aspects: (a) that the Basic Human Needs component was
65.49, classified as medium-high level; (b) that the Wellbeing Foundations component was
54.05, located at a low level; and (c) that the Opportunities component was 54.31, ranking
low.
Finally, it is worth indicating that the results will allow government entities to
measure the progress achieved and prioritize the situations to be improved, which should be
reflected in the municipal development plans to be developed in the future, thus managing to
redirect resources and policies so that the inhabitants of the city can enjoy a better quality of
life.
