El Índice de Progreso Social (IPS) mide el nivel de desarrollo social y ambiental
de una comunidad en tres dimensiones: Necesidades Humanas Básicas, Fundamentos
del Bienestar y Oportunidades para los habitantes. Es una herramienta para las
autoridades, debido a que les permite tomar mejores decisiones e implementar
estrategias a favor del progreso social (Porter, Stern & Green, 2017). A nivel mundial,
el IPS se viene realizando desde el 2014 en 146 países, incluido el Perú, esta medición
se ha adaptado a nivel regional y distrital; es por esto, que la presente investigación
tiene por objetivo calcular el primer IPS para el distrito de Punta Negra en la provincia
de Lima. Esta investigación se realizó en base a la metodología brindada por el Social
Progress Imperative y se desarrolló con un enfoque cuantitativo, de tipo no
experimental y de alcance descriptivo, para lo cual, en el mes de noviembre del 2018, se
realizó una encuesta de 56 preguntas a una muestra de 324 hogares del distrito de Punta
Negra. La información obtenida, permitió calcular el IPS para el distrito, alcanzando
47.84 puntos de una escala de cero a 100, catalogándose como un nivel de progreso
social Bajo, según la escala del Social Progress Imperative. Esta investigación permitió
describir los indicadores que miden los aspectos sociales y medio ambientales del
distrito, evidenciando la existencia de oportunidades en los componentes relacionados a
Acceso a la Educación Superior, Derechos Personales, Agua y Saneamiento Básico y
Nutrición y Cuidado Básico. A nivel de zonas, la zona sur con 53.82 puntos ha obtenido
mayor puntaje que la zona norte con 43.58 puntos; lo que evidencia que existe una
brecha que debe ser atendida por las autoridades del distrito, para mejorar la calidad de
vida de la población y de esta manera orientar los esfuerzos necesarios hacia mejorar el
progreso social del distrito de Punta Negra / The Social Progress Index (SPI) measures the level of social and environmental
development of a community in three dimensions: Basic Human Needs, Foundations of
Wellbeing and Opportunities for the community. It is a tool for the authorities, because
it allows them to take better decisions and implement strategies in favor of the social
progress (Porter, Stern & Green, 2017). At the global level, SPI has been carried out
since 2014 in 146 countries, including Peru, this measurement has been adapted to
regional and district level; this is why the present research has the objective of
calculating the first SPI for the district of Punta Negra in the province of Lima.
This research was conducted based on the methodology provided by the Social
Progress Imperative and was developed with a quantitative, non-experimental and
descriptive approach, for which, in November 2018, a 56 questions survey was carried
out to a sample of 324 households in the district of Punta Negra. The information
obtained allowed us to calculate the SPI for the district, obtaining 47.84 points of a scale
zero to 100, categorized as a level of social progress Low, according to the scale of the
Social Progress Imperative. This research allowed us to describe the indicators that
measure the social and environmental aspects of the district, evidencing the existence of
opportunities in the components related to Access to Advance Education, Personal
Rights, Water and Sanitation and Nutrition and Basic Medical Care. At the zone level,
the southern zone with 53.82 points has obtained a higher score than the northern zone
with 43.58 points; which shows that there is a gap that must be attended by the district
authorities, to improve the quality of life of the population and, in this way, to direct the
necessary efforts towards to improve the social progress of the district of Punta Negra.
