Previous issue date: 2013-12-09 / Na contemporaneidade, em virtude da implanta??o do projeto neoliberal no qual se verifica a retra??o do Estado no tocante ao desenvolvimento das pol?ticas sociais, observa-se uma nova forma de responder as express?es multifacetadas da quest?o social, qual seja o surgimento e expans?o de um suposto ?terceiro setor? na sociedade. Destarte, o processo de reestrutura??o produtiva tem provocado a precariza??o das rela??es de trabalho, bem como uma super explora??o da for?a humana de trabalho, desencadeando tamb?m o desemprego estrutural. Estando pautado em interesses classistas, o surgimento do ?terceiro setor? traz aspectos contradit?rios para a sociedade, sendo um desses o pr?prio conceito de ?terceiro setor?, mais ideol?gico do que real. Por buscar responder as express?es da quest?o social, demanda a interven??o de assistentes sociais nas institui??es que o ?comp?em?. Dessa forma, surge o interesse em pesquisar quais s?o as atuais condi??es e rela??es de trabalho dos(as) assistente sociais que trabalham nas institui??es do ?terceiro setor? em Mossor?-RN. Sendo assim, esse estudo constitui-se em uma pesquisa para a conclus?o do curso de mestrado em Servi?o Social, na Universidade Federal do Rio Grande do Norte. Para tanto, elencou-se como objetivo geral da pesquisa identificar e analisar as condi??es e rela??es de trabalho das(os) assistentes sociais inseridas(os) nas institui??es do ?terceiro setor? em Mossor?-RN. E por objetivos espec?ficos: mapear as institui??es que fazem parte do ?terceiro setor? na cidade de Mossor?, que possuem assistentes sociais em seu quadro profissional, a fim de tra?ar o perfil das mesmas; e, analisar os principais desafios apresentados ao trabalho das(os) assistentes sociais nessas institui??es. Utilizamos a pesquisa bibliogr?fica e documental a fim de iluminar o conhecimento da tem?tica abordada e o desenvolvimento da pesquisa de campo, sendo que para a an?lise dos dados obtidos, por meio da pesquisa de campo, utilizou-se a abordagem quanti-qualitativa. Os resultados da pesquisa comprovaram que a metade das institui??es se identificou como filantr?picas, e a maioria delas s?o financiadas pelo Governo federal e que tais organiza??es desenvolvem atividades nas diversas ?reas, com destaque para sa?de e assist?ncia. No tocante as condi??es e rela??es de trabalho, teve destaque o fato de metade das profissionais se inserirem nas institui??es por meio de indica??o; com rela??o ao sal?rio, 57,1% das profissionais recebem entre 3 e 4 sal?rios m?nimos, o que ? considerado relativamente baixo. Foi satisfat?ria a an?lise relacionada aos direitos trabalhistas, pois quase todas disp?em de carteira assinada, o que garante, em boa medida, a efetiva??o de tais direitos. J? com rela??o ? carga hor?ria, 5 das 6 institui??es efetivaram a Lei N? 12.317/2010 garantindo 30 horas semanais para as assistentes sociais. Por?m, foram muitos os desafios citados relacionando a realidade do ?terceiro setor? ?s condi??es e rela??es de trabalho, dentre eles destaca-se: o atraso do sal?rio e o n?o reajuste salarial; a realiza??o de atividades que n?o se relacionam com as compet?ncias e atribui??es profissionais; o desenvolvimento de muitas atividades por uma s? profissional. Dois dados importantes s?o o n?o incentivo ? p?s-gradua??o e a cobran?a do cumprimento das metas para a produtividade profissional. Aqui, cabe refletir que, embora esse estudo apresente elementos que proporcionam identificar alguns aspectos das condi??es e rela??es de trabalho de assistentes sociais no ?terceiro setor? em Mossor?-RN, bem como alguns desafios que perpassam esse espa?o de inser??o profissional, entende-se que h? muito para ser desvelado, e outros estudos podem posteriormente, faz?-lo na tentativa de uma melhor compreens?o da complexidade dos processos que permeiam o ?terceiro setor?. / In the contemporaneity, due to the implementation of the neoliberal project in which one
verifies the withdrawal of the State in regard to the development of social policies, it is
observed a new way of responding to the multifaceted expressions of the social issue, which
is the emergence and expansion of a supposed "third sector" in society. Thus, the productive
restructuring process has led to the deterioration of labor relations, as well as a super
exploration of human labor power, also triggering structural unemployment. By being
delineated in classist interests, the emergence of the "third sector" brings contradictory aspects
to the society, one of these being the very concept of "third sector", more ideological than
real. By seeking to answer the expressions of the social issue, demands the intervention of
social workers in the institutions that "composes it". This way, arises the interest in
researching what are the current conditions and labor relations of the social workers who
work in the institutions of the "third sector" in Mossor?-RN. Therefore, this study is
constituted by a survey for the conclusion of a Master's degree in Social Service at the
Universidade Federal do Rio Grande do Norte. Therefore, it was listed out as general
objective to identify and analyze the conditions and labor relations of the social workers
entered in the institutions of the "third sector" in Mossor?-RN. And by specific objectives: to
map the institutions that are part of the "third sector" in the city of Mossor?, which have
social workers on its professional staff, in order to profile the same; and, analyze the main
challenges presented to the work of the social worker in these institutions. We used the
bibliographic and documental research to enlighten the knowledge of the topic approached
and the development of the field research, in which for the analysis of the data obtained,
through field research, it was used the quantitative and qualitative approach. The search
results confirmed that half of the institutions was identified as philanthropics, and most of
them are funded by the federal government and that such organizations develop activities in
several areas, particularly health and welfare. Concerning the conditions and labor relations,
was highlighted the fact that half of the professionals insert themselves within the institutions
by appointment; regarding the salary, 57.1% of employees receive between 3 and 4 minimum
wages, which is considered relatively low. Was satisfactory the analysis related to the labor
rights, because almost all offer a formal contract, which ensures, in great measure, the
effectuation of such rights. Now with regard to the workload, 5 of 6 institutions implemented
the Law N?. 12.317/2010 ensuring 30 hours a week for social workers. However, it were cited
many challenges relating the reality of the "third sector" to the conditions and labor relations,
among them stands out: the delay of salary and non-salary adjustment; the realization of
activities that do not relate to professionals, functions and duties; the development of many
activities by a single professional. Two important data are the not incentive to a postgraduate
and the charging of the fulfillment of the goals for the professional productivity. Here, it is
worth to reflect that, although this study presents elements that provide to identify some
aspects of labor relations and conditions of social workers in the "third sector" in Mossor?-
RN, as well as some challenges that permeate this space of professional insertion, is meant
that there is much to be unveiled, and other studies can later do so in an attempt to a better
understanding of the complexity of processes that permeate the "third sector"
