Since the new Swedish law was implemented in 2018, where hazard gambling was included in treating people with addiction, we wanted to investigate how the Swedish municipality and region collaborated to treat people with the syndrome. The purpose was to get a deeper understanding of how the municipality and region collaborate to reach consensus with people experiencing hazard gambling. The methods used to collect data was by qualitative semi-structured interviews through zoom- and team meetings. The results shows prerequisites for collaboration, aspects of power structures in the collaboration and organizational factors for reaching consensus. The conclusion is that the collaboration depends on co-morbidity, the effect of the hierarchy in- and between the organizations, the difference of the law and guidelines between the organizations to make the collaboration effective and that it is a lot of work to be done for reaching full potential in the collaborative process.
