Sammanfattning Studiens syfte är att medvetandegöra risker med användning av civila innovativa produkter i militära sammanhang, genom att analysera frågeställningen; hur påverkas arméns stridseffekt av civila innovativa produkter i militärt bruk? Studien har genomförts ur ett innovationsperspektiv där studiens frågeställning analyserats mot 8st påverkansområden. Det finns många exempel på, både vid internationell insats och i övning för nationellt försvar, kollegor som köpt utrustning de uppfattat tillför något, kompletterar ett funktionsgap eller bara för att det ser bra ut. Men har de som tar med ”prylarna” in i sin tjänst funderat på om det finns några oönskade effekter med att använda civil produkter i militära sammanhang? Man ska i relation till oönskade/oväntad effekter också förstå att bieffekter kan vara av positiv karaktär. Även om resultatet inte enbart blir det förväntade, kan den oväntade effekten vara till användarens fördel och nytta. Avsikten med studien har inte varit att införa ett stopp för kollegors privata inköp, inte heller att förhindra att de tar med och prövar ny teknik de uppfattar tillför en ny dimension i vår förmåga att skydda vårt land, vår demokrati och vår frihet. Tvärtom visar denna studie på att Försvarsmakten sannolikt vinner på att uppmuntra sådana initiativ, om det sker på ett nyanserat sätt, och att alla är medvetna om att det kan finnas en dualism i effekter av innovativ teknik. Denna forskning lyfter fram s.k. drönare som exempel på en teknikutveckling som går snabbt, och som skapar en lavinartad mängd möjligheter där obemannade flygande farkoster kan komma både civil och militär verksamhet till nytta. Studien visar bland annat på att arméns metoder i strid bygger på lång och beprövad erfarenhet. Om armén utvecklar metoder som fullt ut anpassas för tillfällig materiel eller innovation, riskerar vi att forma en armé utan den stabilitet ett pliktförsvar kräver, med metoder i strid som blir omöjliga att öva. I likhet med tidigare forskare visar denna studie också på inslag där kollegor lockas att tro att den som har ett tekniköverläge också alltid vinner kampen, när det i själva verket är den som kan hantera krigets dimma, och stridens grunder, med stöd av modern teknik, som uppvisar flexibilitet och möjlighet till överläge. Studien pekar vidare på att balanserad civila innovation kan, som pusselbitar, bidra till att skapa ökad stridseffekt. Förutsatt att Försvarsmakten förbereder sig och skapar flexibla metoder, anpassade för att omhänderta nyttan av ny och innovativ teknik. / Abstract The purpose of this study is to highlight the military benefits of technical products developed for the civilian market, and thereby raising the awareness about the risks associated with their use in military purpose, by examining the research issue; how is combat effectiveness affected by a free acquisition of civil products? The study has been carried out from an innovation perspective where the research issue was analysed against eight influence factors. There are many examples of, both at international missions and in practice for national defence, colleagues who acquire equipment they perceived add something, supplementing a function gap or just because it looks good. But have those who bring the "gadgets" into their service thought about whether there are any unwanted effects with using civilian products in military contexts? In relation to unwanted / unexpected effects, one should also understand that side effects can be of a positive nature. Although the result was not only it becomes expected, the unexpected effect can be of the user's benefit.The purpose of the study has not been to put a stop to colleagues' private purchases, nor to prevent them from bringing and testing new technology they perceive add a new dimension to our ability to protect our country, our democracy and our freedom. On the contrary, this study shows that the Swedish Armed Forces benefits from encouraging initiatives, if it is done in a nuanced way, and that everyone is aware that there may be a dualism in the effects of innovative technology. This research highlights so-called drones as an example of a technology development that goes rapidly, and that creates an avalanche like amount of opportunities where unmanned flying craft can benefit both civil and military activities.The study shows, among other things, that the Swedish army's methods in combat are based on long and proven experience. If the Swedish army develops methods that are fully adapted for temporary or innovation, it risks forming an army without the stability required by conscription, with methods in combat that become impossible to practice. Like previous researchers, this study also shows elements where colleagues are tempted to believe that those who have a technological superiority also always win the battle, when in fact it is the ones who can handle the fog of war, and the basics of combat, with the support of modern technology, who shows flexibility and the possibility of superiority. The study further points out that balanced civilian innovation can, like puzzle pieces, contribute to creating combat effectiveness. Provided that the Armed Forces prepares and creates flexible methods, adapted to handle the benefits of new and innovative technology.
